About this opportunity
The Texas Facilities Commission is soliciting proposals for prime construction of three new main roadways with landscaping, irrigation, lighting, and underground utilities at the Permian Basin Medical Center in Midland, Texas, with a mandatory pre-proposal teleconference on November 17, 2026 and proposals due December 15, 2026 at 3:00 p.m. A VetHUB subcontracting plan is a pass/fail requirement, and the solicitation names no other set-asides.
Respondents must submit a subcontracting plan declaring one of three compliance paths: self-performing the entire contract, good-faith solicitation of VetHUB vendors, or a recognized Mentor-Protégé relationship. Good-faith solicitation requires notifying at least two VetHUB-certified vendors per identified subcontracting opportunity and allowing at least seven business days for responses. Plans are submitted through OpenGov by the proposal deadline, and deficient plans result in disqualification.
Scope includes excavation, embankment, asphalt and concrete pavement, concrete curb and gutter in multiple types, sidewalks, curb ramps, colored textured concrete, and removal of existing pavement and concrete, along with landscaping, irrigation, lighting, and underground utilities. Work is located near North State Highway 349 and Texas State Highway 191. Pricing uses unit prices on Attachment A across General, Roadway Improvements, Utilities, and Landscaping categories. Respondents must post a bid bond equal to 5% of the base bid and provide certificates of insurance. Required compliance includes E-Verify, criminal background checks for all on-site personnel, and a notarized non-collusion affidavit. Work hours are Monday through Friday, 6:00 a.m. to 6:00 p.m., unless TFC approves otherwise, and liquidated damages apply after a seven-day grace period.
The contract period is 365 calendar days, with construction commencing within ten calendar days after Notice to Proceed. Award is anticipated by February 18, 2027, and contract execution is targeted for March 15, 2027. The contract is contingent on continued state funding.
Evaluation weights price at 50%, relevant experience and qualifications at 25%, methodology and schedule at 20%, and quality control and safety program at 5%. Litigation history and the VetHUB subcontracting plan are pass/fail.
An optional site visit is scheduled for December 2, 2026 at 10:00 a.m. Attendance at the November 17 and November 18 mandatory pre-proposal teleconferences requires at least one employee from each respondent firm.
