About this opportunity

The Texas Military Department's Construction and Facilities Maintenance Office is soliciting proposals for major maintenance and renovation of the Lubbock Readiness Center at 301 East Regis Street, Lubbock, Texas, with mandatory site visits beginning December 1, 2026 and proposals due March 9, 2027. Respondents must submit a Subcontracting Plan and make good-faith efforts to award subcontracting opportunities to Veterans Heroes United in Business (VetHUB)-certified businesses, which the agency encourages under Texas Government Code Chapter 2161. The plan is required for responsiveness and becomes part of the executed contract.

The scope covers renovation of approximately 129,000 square feet, including structural, architectural, interior, fire protection, plumbing, mechanical, electrical, and IT/telecom improvements, exterior site civil modifications for utilities, drainage, lighting, pavements, and fencing, lead protocol and mold remediation, and mitigation of health, safety, and code deficiencies. Build America Buy America requirements apply to iron, steel, manufactured products, and construction materials. Required bonds include a bid bond of not less than 5% of the proposal base amount, plus performance and payment bonds under the construction general conditions. Respondents must provide three comparable projects completed within the past five years, a financial stability showing with two years of financial statements upon request, and a response of no more than 60 pages. Prevailing wage compliance and certified payroll apply.

The estimated construction budget is $25,000,000.00 for the proposal base, with estimated proposal options totaling $6,200,000.00. The contract is contingent on continued state and federal funding. Payment follows the Texas Prompt Payment Act. Construction must commence within 90 days of award, with substantial completion approximately October 2028.

Evaluation is best value, weighted as follows: compensation 50%, experience with equivalent projects 18%, proposed team experience 10%, project execution plan 8%, ability to provide general construction services 4%, safety program and record 5%, and project management and quality control 5%. General requirements are pass/fail.

Questions are due January 8, 2027 at 4:00 p.m. Central, with answers by addendum approximately February 8, 2027. Proposals are due March 9, 2027 at 10:00 a.m. Central, with public opening immediately following.
