About this opportunity

The Georgia Department of Transportation conducted an eRFQ for pavement marking placement and maintenance services on state highways and interstate systems throughout Georgia, with quotes due May 27, 2022; the procurement closed and four contractors were awarded open contracts on September 30, 2022.

The scope encompassed installation, maintenance, and repair of pavement markings (long-line stripping) across all state routes, using retro-reflectivity readings and Annual Average Daily Traffic data to determine maintenance frequency. The contractor was required to furnish all labor, materials, tools, equipment, and incidentals necessary to perform preventive maintenance work as defined in GDOT's Design Policy Manual Chapter 11.1, with a department goal of 100 percent pavement marking maintenance at established intervals, excluding Capitol Let Projects that include pavement marking work.

Four contractors received awards under an open-contract structure with estimated total award amounts: Peek Pavement Marking, LLC ($12 million), TRP Construction Group, LLC ($5 million), Pro-Line Pavement Markings, LLC ($4 million), and Roadside Specialties, LLC ($3.4 million). Work was divided across seven districts (D1 through D7) with varying district-level pricing for each awardee. The contracts were established under GDOT's authority under O.C.G.A. 32-1-3, 32-2-64, and 32-2-69 to procure services ancillary to road construction and maintenance. Questions and procurement-timeline information are not detailed in the source materials provided. Eric Glaubman, issuing officer, is the contact for award information.

Opportunity text

The Georgia Department of Transportation (hereinafter, "Department" or "GDOT") is conducting this electronic Request for Quotes ("eRFQ") under its authority to procure services ancillary to the construction and maintenance of a public road, as defined in O.C.G.A 32-1-3, as provided for in O.C.G.A 32-2-64 and 32-2-69 to establish a contract with a qualified supplier(s) who will provide Pavement Marking Placement and Maintenance (Long Line Stripping) products and/or services as further described in this eRFQ. The services procured through this eRFQ are for preventive maintenance services as defined in the Department's Design Policy Manual Chapter 11.1. The Department has established a comprehensive management program to ensure all routes are appropriately scheduled for pavement marking maintenance on a normal, and emergency basis. In most cases, the Retro-reflectivity reading and Annual Average Daily Traffic (AADT) for a route will be used to determine the frequency for these maintenance activities. Current goals are to perform 100 percent pavement marking maintenance at the frequency, less any Capitol Let Projects which include pavement marking work described in Exhibit A.1. attached. The Contractor shall be responsible for the installation, maintenance, and repair of pavement markings on state highways and interstate systems throughout the State of Georgia. The Scope of Work will include furnishing all labor, material, tools, equipment, and incidentals necessary to perform work.
