Proposers must submit a comprehensive Ridership Growth Plan with clearly defined short- and long-term objectives and key performance indicators. Pricing shall address media and collateral production charges and annual website hosting and maintenance costs. The County's fiscal year 2026-2027 marketing budget is provided for informational purposes only and remains subject to modification.
The contract term is five years with prices held firm for thirty-six months. The successful Proposer assumes full responsibility for existing transit advertising contracts and unamortized production costs as of September 30, 2026, with payment of all outstanding contract values due by October 15, 2026 via certified cashier's check. All marketing materials, graphics, and creative deliverables become County property. The Proposer must maintain general liability ($1 million combined single limit), auto liability ($1 million combined single limit), and professional liability insurance ($2 million per claim extending four years post-service). Minimum five years' transit marketing experience is required.
The evaluation committee will assess background and experience, proposal narrative and approach, bus revenue compensation structures, and social media experience and reporting capabilities.
