About this file
This Addendum 3 document provides clarifications and modifications to the Marketing Services for Transit Services RFP-2-26-05 issued by Brevard County's Space Coast Area Transit in Viera, Florida. The RFP solicits proposals from full-service advertising and marketing agencies to deliver comprehensive marketing, advertising, communications, and advertising sales services designed to increase public transit ridership across Brevard County's 23 fixed-route bus lines, paratransit, and vanpool services. The contract term is five years with pricing held firm for the first thirty-six months. The addendum extends the questions deadline to August 18, 2026 at 5:00 p.m. and changes the bid opening date to Friday, August 28, 2026 at 9:00 a.m. (originally August 21, 2026). Proposals must be submitted in three hard copies plus one electronic copy to Brevard County Purchasing Services. The addendum clarifies that pricing and cost information must be submitted in a separately sealed envelope, not included in the bound proposal, and addresses ten contractor questions regarding budget details, website hosting and maintenance specifications, pricing methodology, and incumbent contractor information.
Key financial information from the addendum includes a revised Exhibit 5 showing Space Coast Area Transit's marketing budget for fiscal year 2026-2027, and confirmation that the amount to be paid for all outstanding advertising contracts by October 15, 2026 is $352,198.95. The successful proposer assumes full responsibility for existing transit advertising contracts and unamortized production costs as of September 30, 2026. Pricing shall specifically address media and collateral production charges and annual website hosting and maintenance costs per the three questions listed in Tab 6 of the price sheet. The incumbent contractor is Space Coast Advertising. The County's marketing budget is provided for informational purposes only and remains subject to modification. The county confirms it has not established advertising revenue goals, noting that the agreement primarily focuses on increasing passenger ridership, and no current Marketing and Branding Strategic Plan is available. The procurement analyst contact is Sherry Collett at sherry.collett@brevardfl.gov.

Addendum 3
TO ALL PROSPECTIVE CONTRACTORS
This is an Addendum to and shall be considered as part of the original Proposal package for the above-mentioned Proposal. Contractors are requested to acknowledge receipt of this Addendum 3 with their Proposal.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
Question 1: Regarding RFP-2-26-05, exhibit 5 appears to be a budget for the revenue generated not a detailed inventory of existing contracts and estimated values. Can you please confirm the current value that would need to be paid for all outstanding contracts by October 15, 2026?
Answer: Revised Exhibit 5 attached. The amount to be paid for all outstanding contracts by October 15, 2026, is $352,198.95.
Question 2: Page 24, F. PROPOSED BUDGET, says, “Space Coast Area Transit’s proposed marketing and promotional budget for Fiscal Year 2026–2027 is provided in Exhibit 5 for informational purposes only.” However, all the line items in Exhibit 5 are blank and the budget is not provided.
Could you please provide the budget?
Answer: Revised Exhibit 5 attached.
Question 3: We are requesting clarification regarding Tab 6, “Price Sheet,” and the pricing evaluation methodology.
Tab 6 requests a complete annual cost proposal for a five-year contract, followed by questions concerning:
1. How the agency determines costs of service?
Answer: The information is to be submitted in a separately sealed envelope.
2. How do you compute charges for media, collateral, and web-based production?
Answer: Pricing requested will be for the three questions listed in Tab 6.
3. What are the annual costs and hourly costs to host maintain www.321Transit.com Answer: Pricing requested will be for the three questions listed in Tab 6.
Questions 1 and 2 appear to request descriptions of pricing methodology rather than specific dollar amounts, while the Pricing Evaluation formula on page 29 requires a single proposal price for lowest price comparison. Could you please clarify?
Answer: No longer applicable.
http://www.321transit.com/
Question 4: We would also appreciate clarification on Question 3 section #3 regarding the scope of “What are the annual costs and hourly costs to host and maintain www.321Transit.com.
The standard definition of website hosting is typically providing the server infrastructure, storage, and bandwidth required to make a website accessible online. The standard definition of website maintenance typically deals with maintaining the technical health, security, availability, and functionality of the website and hosting environment. This may include server administration, software and security updates, backups, monitoring, SSL certificate management, troubleshooting, and correction of technical defects and minimal updates that are minor in nature.
The standard definition of website maintenance typically does NOT include programming, content updates, additions, ADA consulting and changes to compliance requirements. If you are asking “What are the annual costs and hourly costs to host and maintain www.321Transit.com” in conjunction with the standard definitions above, then we understand the question and will respond appropriately.
Answer: This is accurate, the question can be answered using this methodology.
If hosting and maintenance means something different to the County, could please provide a detailed list of your specifications so that we can respond appropriately?
Answer: Revised Exhibit 5 attached.
Answer: Pricing requested will be for the three questions listed in Tab 6. NOTE: The pricing & cost information is to be submitted in a separate sealed envelope and not included in your bound proposal.
Question 5: In addition, Tab 6. Price Sheet on page 29 also requests that the proposers include an annual cost proposal for a 5-year contract. Does the County require pricing for only for the services addressed by the three questions listed in Tab 6, or for ALL services and deliverables described throughout the Bid Package scope of work?
If pricing is required for the full scope of work, will the County provide a price-sheet template, estimated quantities, anticipated hours, media budget, or standardized pricing assumptions? Should pass-through expenses such as third-party software and licensing be included in the evaluated total?
Our concern is that without a standardized pricing template, defined scope, and common pricing assumptions, proposals may not be evaluated on an equivalent basis as bidders may base their prices on materially different assumptions. Therefore, the lowest price may reflect an incomplete understanding of the required services rather than the best value.
Answer: Pricing requested will be for the three questions listed in Tab 6. NOTE: The pricing & cost information is to be submitted in a separate sealed envelope and not included in your bound proposal.
Question 6: Has a budget been established for this contract, either annually or over its lifespan? If so, what is it? Will the County provide a breakdown of direct expenses (including direct media buys) vs.
agency fees?
Answer: Revised Exhibit 5 attached.
Question 7: Who is the incumbent currently providing these services?
Answer: Space Coast Advertising.
Question 8: Has the County established advertising revenue goals? If so, what are they?
Answer: As this agreement primarily focuses on increasing passenger ridership there is not a specified advertising revenue goal.
Question 9: Will the County share its current Marketing and Branding Strategic Plan?
Answer: There is no current Marketing and Branding Strategic Plan available.
Question 10: How will the County guarantee confidentiality regarding any speculative creative material provided within a bidder’s proposal?
Answer: Refer to page 7 of the RFP, Florida Public Records Law. In addition, Brevard County cannot guarantee absolute confidentiality of proposal materials because the County is subject to Florida’s Public Records Law, Chapter 119, Florida Statutes. However, proposals submitted in response to a competitive solicitation are exempt from public disclosure during the period established by Section 119.071(1)(b), Florida Statutes, until the applicable statutory disclosure point.
