About this opportunity
The Illinois Department of Central Management Services (CMS), in agreement with the Chief Procurement Officer for General Services, is soliciting bids for a joint purchase master contract (JPMC) for asphalt equipment, options, accessories, and OEM repair parts under IFB 27-416-CMS-BOSS4-B-52918, with bids due August 12, 2026. A pre-bid webinar is scheduled for July 21, 2026 at 11:00 AM Central Time. The solicitation carries a 4% Business Enterprise Program (BEP) participation goal, requiring bidders to submit a Utilization Plan demonstrating good faith efforts to meet this target or risk bid rejection.
The scope encompasses multiple equipment lines: grader-mounted rotary milling attachments; self-propelled vibrating/oscillating tandem rollers (dual-drum designs at approximately 27,000 lbs and lighter 39-inch-width variants); self-propelled brooms with 7.5-foot minimum sweep width, sealed cabs, and 74-horsepower Tier 4F engines; self-propelled road wideners (Weiler W330B or equivalent with bi-directional conveyor and hydraulically extendable push rollers); self-propelled crawler-type bituminous pavers (eight-foot mainline units extending to 15 feet with 170-horsepower Tier 4F engines); trailer-mounted asphalt distributors (minimum 1,000-gallon insulated tanks with diesel heating and spray bars); trailer-mounted spray patchers (250-gallon pressurized tanks, 74-horsepower engines); trailer-mounted asphalt sealant units (approximately 250-gallon capacity with rubberized asphalt capability); trailer-mounted asphalt patch boxes (4-ton capacity); road wideners for skid-steer/wheel-loader attachment (Midland Model SA or equivalent); and self-propelled concrete saws (65-horsepower machines with 42-inch blade capacity). All equipment must be new, manufacturer's current production model, complete and ready for immediate use, with parts and services readily available within Illinois.
This is an indefinite-quantity contract with no guaranteed minimums or maximums. The initial term is five years commencing March 1, 2027 (or upon execution), with maximum total term not exceeding ten years including renewal. Pricing must remain firm for six months following execution, then subject to adjustments no more than once per six-month period. Bidders must submit percent discounts off Manufacturer's Suggested Retail Price (MSRP) with the discount remaining constant throughout the contract period. F.O.B. Destination delivery applies to any location within Illinois with a minimum order value of $500. Bids must remain firm for 120 days from opening. Bidders must be established manufacturers or authorized dealers and must provide authorized dealer letters upon request. The contract is available to all Illinois governmental units and qualified not-for-profit agencies. Bidders must be active vendors in the Illinois Procurement Gateway (IPG) and must complete standard Illinois certifications, including Vendor Disclosure forms. The State reserves the right to award a single contract to the lowest responsive and responsible bidder or to award by individual equipment line item, with factory and dealer modification and repair part lines awarded to the same bidder winning base equipment. No bid or performance bonds are required. General Commercial Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate is required, along with $1,000,000 Auto Liability per occurrence and Worker's Compensation as required by law.
