About this file
This is a specification document for grader-mounted rotary milling equipment issued by the State of Illinois Department of Central Management Services (CMS) in support of a joint purchase master contract for asphalt equipment. The specification details the requirements for a rotary milling/planing attachment to be mounted on a motor grader provided by the ordering entity, designed for use in highway pavement maintenance projects. The equipment shall consist of a mid-mount, drum-style cutting head approximately 72 inches wide with a 24-inch diameter, powered by an auxiliary diesel engine mounted to the front of the motor grader. Two cutting drums must be furnished—one configured for fine finish milling and one for coarse removal of several inches of asphalt in a single pass. The cutter head shall be easily removable and remounted, feature tungsten carbide teeth, and operate at speeds of 100 to 225 RPM with full operator control via moldboard controls and wireless remote controller capability.
The diesel engine shall be a current production, six-cylinder, liquid-cooled, turbocharged model with a minimum 200 horsepower output and must include standard components such as a dry-style air cleaner, fuel filter water separator, electrical system, engine oil cooler, and residential compliant muffler. The equipment package includes a separate 25-gallon diesel fuel tank, a hydraulic system with variable displacement axial piston pump, a 25-gallon hydraulic reservoir with 10-micron replaceable filter, and a 300-gallon water tank mounted to the rear of the motor grader with an electric pump and spray bar for dust control. Bidders must submit descriptive literature clearly demonstrating compliance with all specifications and identifying the specific pages, sections, and features corresponding to each requirement. The State reserves the right to waive minor informalities or technical variances deemed in its best interest.

Specifications for Rotary Milling/Planing Attachment
This specification describes the furnishing and the installation of a rotary planer head, mounted on an ordering entity’s motor grader. The milling/planing head shall be powered by an auxiliary diesel engine, mounted to the rear of the motor grader. This machine will be used by the ordering entity for highway pavement maintenance projects. In an effort to improve parts and service availability and increase tool life, the specific units and accessories are outlined below.
Unless otherwise specified, the proposed equipment shall be complete in all parts and ready for immediate use upon delivery.
Make:
Model:
Manufacturer:
The State reserves the right to waive minor informalities, deficiencies, or technical variances which by their nature are restrictive to a given manufacturer, if in its’ judgement, it would be in the best interest of the State.
The unit shall include the following standard or optional accessories and equipment.
Scope:
The rotary cutting head and the auxiliary diesel engine driven hydraulic power unit shall be mounted to a motor grader provided by the ordering entity. The cutting head shall be a mid-mount, drum style cutting head and attach as a replacement for the moldboard on the motor grader. It shall utilize all of the operator-controlled functions of the moldboard. The diesel-powered drive unit shall be attached to the front of the motor grader as described below.
Cutter Head:
The cutter head shall be easily removed or remounted, improving the versatility of the machine.
The cutter head shall be approximately 72” wide, 24” diameter, covered cutter drum, equipped with easily removable and replaceable tungsten carbide teeth.
The cutter drum shall include a planetary drive, driven by a variable displacement hydraulic pump driving a fixed displacement hydraulic motor.
The cutter head shall be capable of full function when working at speeds of 100 to 225 RPM.
The milling machine shall be furnished with two (2) drums. One shall be “laced” making it capable of milling to a fine finish. The second drum shall be designed for the removal of several inches of asphalt in a single pass and “laced” for a more course finish.
Controls:
The drum shall be controlled and respond to all the operator controls offered by the motor grader at the moldboard.
The manufacturer shall also furnish a wireless remote controller for all milling functions. Control of the motor grader will remain with the operator.
This shall allow the operator to fully operate the machine while maintaining a reasonable distance from the cab.
Engine:
The unit shall be provided with a current production 6-cylinder, liquid cooled, turbo-charged, diesel engine meeting the following:
· Minimum 200 H.P. engine
· Dry style air cleaner with pre-cleaner
· Fuel filter water separator
· 12- or 24-volt electrical system
· Alternator/regulator
· Maintenance free battery or batteries
· Engine oil cooler
· Residential compliant muffler
· Extended-life antifreeze The unit shall include a separate fuel tank approximately 25-gallon tank capacity. The tank or cap shall be clearly labeled “Diesel fuel only”.
The engine controls and instruments shall be included as follows:
· Key operated ignition or pass code
· Starter switch with neutral safety switch
· Tachometer
· Fuel gauge
· Hour meter - activated by engine oil pressure or engine RPM.
· Engine coolant temperature gauge or warning light.
· Engine oil pressure gauge or warning light.
· Air filter restriction indicator, gauge, or warning light.
· Cold weather starting aid.
The engine shall be mounted to the front scarifier bracket of the motor grader, providing for a transverse mounting of the specified engine power plant.
The engine mounting shall be isolated from the frame, transferring minimal vibration to the motor grader.
Hydraulics:
The hydraulic system shall be the manufacturer’s standard system with variable displacement axial piston hydraulic pump. The hydraulic motor shall be fixed displacement axial piston design.
The hydraulic system shall have a hydraulic reservoir of approximately 25-gallon capacity and include a 10-micron replaceable filter element.
Water Reservoir:
A 300-gallon water tank shall be mounted to the rear of the motor grader by extending the frame rails.
The reservoir shall include an electric pump to furnish water to a spray bar to keep dust to a minimum while operating the milling head.
Finish:
All exterior surfaces normally painted, or powder coated shall be manufacturer’s standard color.
Please identify below any additions, deletions, or variations from the above specifications.
Bid Response:
Bidders should provide descriptive literature for the item being bid. The submitted literature must clearly demonstrate compliance with the specifications stated above, and bidders should identify the specific page(s), section(s), or feature descriptions that correspond to each of the specification requirements identified above.
