About this file

This is an equipment specification document issued by the State of Illinois Department of Central Management Services (CMS) in conjunction with the Chief Procurement Officer for General Services (CPO-GS) for a joint purchase master contract for asphalt equipment. The specifications detail requirements for a self-propelled, vibrating/oscillating type tandem roller with a 39-inch width and dual steel drums designed for highway maintenance operations and structural deck compaction. The roller must feature hydrostatic drive capability, vibration/oscillation functions that are independently switchable between front and rear drums with adjustable frequencies, and an operating weight between 5,300 and 5,600 pounds with approximate dimensions of 43 inches wide by 95 inches long. The machine must include a 45-gallon water spray system with non-corroding tank and field-serviceable filtration, a Tier 4F emissions-compliant liquid-cooled diesel engine rated at 24 net horsepower with a 10-gallon fuel tank, and fully hydrostatic transmission providing infinite variable speed control with travel speeds up to 6 miles per hour and working speeds of 3 to 4 miles per hour.

The roller specifications require an adjustable suspension operator's seat with safety lap belt, unobstructed drum visibility, roll-over protection system (ROPS) with sun canopy, safety railings, and comprehensive operator station instrumentation including hour meter, fuel level, oil pressure, coolant temperature, and hydraulic filter restriction indicators. Additional mandatory features include LED lighting with high-intensity work lights for nighttime operations, weatherproof backup alarm, automotive-style full hydrostatic power steering with inside turning radius not exceeding 99 inches, parking and emergency stop switches, neutral start safety switch, and compliance with OSHA noise standards. Bidders must submit descriptive literature clearly demonstrating compliance with each specification requirement and identifying corresponding product literature pages and sections, with parts and service availability within Illinois preferred. The State reserves the right to waive minor informalities or technical variances restrictive to specific manufacturers if deemed in the State's best interest.

Specifications for Self-Propelled, Vibrating/Oscillating Type Tandem Roller

Exhibit D

Specifications for Self-Propelled, Vibrating/Oscillating Type Tandem Roller This specification describes a self-propelled Vibrating/Oscillating Type Tandem Roller for use by ordering entity for highway maintenance operations. The specifications for acceptable units by required features and accessories as outlined below.

Parts and service for the equipment should be readily available within the State of Illinois.

Unless otherwise specified, the proposed equipment shall be complete in all parts and ready for immediate use upon delivery.

Make:

Model:

Manufacturer:

The State reserves the right to waive minor informalities, deficiencies, or technical variances which by their nature are restrictive to a given manufacturer, if in its’ judgement, it would be in the best interest of the State.

The unit shall include the following standard or optional accessories and equipment:

Vibration/Oscillation system:

The unit shall be Tandem style dual drum roller with hydrostatic drive.

The unit shall be capable of vibrating, oscillating, or static type compaction.

The vibration/oscillation functions shall be manually or automatically switched separately allowing the operator to switch between front, rear, or run both drums.

Since this machine will be used on structure decks, the ability to perform oscillating compaction is essential.

The vibration/oscillation frequencies shall be displayed and adjustable from the operator’s station. This type of system is a key factor in the scope of work this unit will perform.

Weight and Dimensions:

The unit shall have an approximate operating weight of 5,300 to 5,600 lbs.

Approximate overall width shall be 43”.

Approximate length shall be 95”.

Drums:

Front and rear drums shall be steel with machine finished, chamfered edges and include full width scrapers.

The drum edges shall be lighted for nighttime operations.

Front /Rear drums shall be a minimum of 28" in diameter and shall be 39" in width.

The roller shall be capable of providing a minimum 2” offset for easy operation along curbs or walls. The roller shall have a minimum ground clearance 10.5” Water Spray System:

Water spray system with approximate tank capacity of 45 gallons.

The water tank and spray bars shall be non-corroding.

The water spray system shall include a filtration system that is field serviceable to reduce downtime of the machine.

The unit shall be equipped with industry standard moisture mat belting to evenly disperse the sprayed water on the drums.

The tank shall include a lockable filler cap and a drain plug.

A water pump shall provide operator controlled pressurized water to fan spray nozzles.
