About this file

This is a specification document for a 65-horsepower self-propelled concrete cutting machine issued by the Illinois Department of Central Management Services (CMS) as part of a joint purchase master contract (JPMC) for asphalt equipment, options, and original equipment manufacturer repair parts. The specification details the technical requirements for a machine designed to cut cured, reinforced concrete in highways and bridge decks using rotary diamond segmented saw blades with water capability. Key specifications include a liquid-cooled diesel engine rated at minimum 65 horsepower, capability to accommodate 42-inch diameter blades with cutting depth of no less than 17 inches, variable blade speed from 0 to 300 feet per minute with downward rotation, hydrostatic drive with dual direct drive motors and electronic track control, and four solid rubber-tired wheels with bearing systems. The machine must feature an electronic tracking system with memory capability, operator-adjustable depth control, cutting depth indicator, and front pointer, along with a fuel capacity supporting approximately six hours of operation under load.

The successful vendor must deliver the machine fully assembled and provide on-site technician training at the delivery location, including blade RPM setup and operator instruction. All exterior surfaces shall be painted or powder coated in the manufacturer's standard color, and equipment components including the engine, alternator, amp meter, hour meter, battery, tachometer, and all gauges must be backlit for night operations. Parts and services must be readily available within Illinois. Bidders are required to submit descriptive literature clearly demonstrating compliance with each specification requirement, identifying specific pages, sections, or feature descriptions corresponding to the stated specifications. The State reserves the right to waive minor informalities, deficiencies, or technical variances that would be restrictive to a given manufacturer if deemed in the State's best interest. One 42-inch blade is included for training and setup purposes.
