About this file

This document is a specification exhibit for a trailer-mounted asphalt heating and patching unit issued by the State of Illinois Department of Central Management Services (CMS) as part of a joint purchase master contract (JPMC) for asphalt equipment. The specification details the technical requirements for a 4-ton capacity asphalt heating unit designed for pavement surface patching operations. The equipment must include a material storage bin with triple-wall construction and fiberglass insulation, tandem axles with appropriate suspension, a diesel fuel burner rated at minimum 105,000 BTU with electronic ignition and automatic shutdown, and a regulated 110-volt heating system for maintaining material temperature during idle periods. The unit shall be equipped with a stainless steel discharge door, LED lighting package meeting Department of Transportation standards, electric brake systems, safety features including emergency stop functions, and comprehensive controls housed in a weather-resistant enclosure. The specification mandates that parts and services be readily available within Illinois and that all exterior painted surfaces be sandblasted or chemically treated and finished with two coats of urethane or powder coating in a high-visibility color.

Bidders responding to this specification must provide descriptive literature that clearly demonstrates compliance with all stated requirements, with specific identification of corresponding pages, sections, or feature descriptions for each specification element. The State reserves the right to waive minor informalities or technical variances that are restrictive to a particular manufacturer if deemed in the State's best interest. No pricing information, contract term details, set-asides, or award dates are specified in this exhibit, as it functions as a technical specification document rather than a complete solicitation notice. Bidders should note that the equipment must be complete and ready for immediate use upon delivery, with all standard accessories included as outlined in the comprehensive specification requirements.
