About this file
This Bid Amendment document issued by the Illinois Department of Central Management Services addresses questions and answers regarding the Joint Purchase Master Contract (JPMC) for Asphalt Equipment solicitation (IFB 27-416CMS-BOSS4-B-52918), with responses dated July 27, 2026. The amendment clarifies key procedural requirements for interested bidders, including that partial bids on individual equipment line items are permissible in accordance with Section B.3.2 of the IFB Vendor Instructions and Requirements. Since this joint purchase contract serves all governmental units and qualified not-for-profit agencies throughout Illinois, bidders must be capable of shipping equipment to any location within the state. The solicitation requires bidders to submit complete specification sheets as requested in the Vendor Instructions and Requirements rather than substituting photographs of existing equipment, and all supporting documents must be submitted and clearly identified within the BidBuy system. The amendment confirms that bids remain due August 12, 2026, with the contract commencing March 1, 2027 for an initial five-year term.
The amendment also provides clarification on the Business Enterprise Program (BEP) participation requirement, specifying that the 4% BEP subcontractor utilization goal is calculated as 4% of total contract spend awarded to certified BEP subcontractors, with detailed guidance available in the attached BEP Utilization Plan document. Bidders must demonstrate good faith efforts to meet this minority business participation target or face bid rejection, as outlined in the contract requirements. Pricing for this indefinite-quantity contract must be submitted as percent discounts off Manufacturer's Suggested Retail Price (MSRP), with discounts remaining constant throughout the contract period and subject to adjustments no more frequently than once per six-month period after an initial six-month firm pricing period. All submitted bids must remain firm for 120 days from the bid opening date.

Bid Amendment #1: Questions and Answers
Date: July 27, 2026
Q1 Can I only bid on individual items within this? We are unable to submit pricing for all lines. Can we submit a partial quote?
A1 Yes. Please refer to Section B.3.2 of the IFB Vendor Instructions and Requirements.
Q2 Provide us a complete ship to address.
A2 Since this is a joint purchase master contract that is available to all governmental units and qualified not-for-profit agencies across the state, there is no single ship to address. You must be able to ship to any location throughout the State. Please refer to Section 1.5 of the Contract for additional delivery requirements.
Q3 If we are currently providing this equipment, can we summit pictures instead of the specification sheets?
A3 No. This bid is a new solicitation that should be completed as such. All documents requested or required within the IFB Vendor Instructions and Requirements should be submitted with the bid.
Q4 How do you want the spec sheets to the Exhibits uploaded. Do you want them attached with the Exhibit or separately?
A4 All documents must be submitted in BidBuy. It does not matter how you attach them, just clearly identify what specification sheet goes with which Exhibit.
Q5 How do you calculate the 4% BEP subcontractor utilization?
A5 4% of the spend on the contract needs to be with a BEP subcontractor. See Section 4.1 of the
BEP Utilization Plan – JPMC Asphalt Equipment B-52918 document that is attached in BidBuy for further information.
