About this file

This document is a specification exhibit for a self-propelled, vibrating type tandem roller being procured by the State of Illinois Department of Central Management Services as part of a joint purchase master contract for asphalt equipment. The equipment specifications detail a tandem-style dual drum roller with hydrostatic drive designed for highway maintenance operations and capable of vibration-type compaction. The unit must weigh approximately 8,000 to 8,800 pounds, measure 53 inches wide and 101 inches long, and include steel drums with a minimum diameter of 29 inches and width of 51 to 55 inches. The roller must be equipped with a 42 gross horsepower liquid-cooled diesel engine meeting Tier 4F emissions standards, a fully hydrostatic drivetrain with infinite variable speed control ranging from approximately 3 to 4 miles per hour for working speed and 6 miles per hour for travel speed, and a 65-gallon water spray system with operator-controlled adjustment and filtration. Additional mandatory features include a roll-over protection system, adjustable suspension seat with safety lap belt, multiple gauges and indicators in the operator's station, LED lighting with amber warning strobe, backup alarm, and full hydrostatic power steering with a steering angle of plus or minus 30 degrees.

The specification document requires bidders to submit descriptive literature demonstrating compliance with all stated requirements and to identify specific pages, sections, or feature descriptions corresponding to each specification element. The State reserves the right to waive minor informalities, deficiencies, or technical variances if deemed in the State's best interest. Parts and services for the equipment must be readily available within Illinois, and all proposed equipment shall be complete and ready for immediate use upon delivery. The specifications emphasize that vibration system functionality—allowing manual or automatic switching between front, rear, or dual drum operation with displayed and adjustable vibration frequencies—is a key factor in the scope of work the unit will perform.
