About this opportunity
Volusia County, Florida is soliciting bids for the Inlet Harbor ADA Parking Dune Walkover Beach Access project, a comprehensive infrastructure improvement initiative located at 4801 S. Atlantic Avenue in Ponce Inlet. The project involves demolishing an existing 300-linear-foot timber boardwalk and replacing it with a new ADA-compliant beach access facility that includes a concrete sidewalk, one concrete ADA handicapped parking space with a designated loading zone, timber dune walkover stairs, and an ADA ramp. The scope of work encompasses thirteen distinct line items including mobilization, construction surveying, environmental compliance, temporary traffic control, demolition, clearing and grubbing, excavation, grading, concrete installation, timber railing, pedestrian access structure, pavement striping, and landscaping. Contractors must carefully remove and reinstall existing site furnishings like a bench and bicycle rack. The bid response deadline is January 6, 2026 at 3:01 p.m., with a non-mandatory pre-bid meeting scheduled for December 16, 2025 at 10:30 a.m. and a question submission deadline of December 23, 2025. Substantial project completion is required within 120 days, with final completion within 150 days of the Notice to Proceed.
The procurement is open to Florida-licensed General or Building Contractors who must comply with E-Verify employment verification requirements and be registered with the Florida Department of State Division of Corporations. Bidders must submit a five percent bid bond and, upon award, provide a Payment and Performance Bond equal to 100 percent of the contract price. The project is funded through the Coastal Department and subject to federal contract provisions for FEMA compliance, which includes mandatory federal regulations such as Equal Employment Opportunity, Davis-Bacon Act prevailing wage requirements, and domestic material procurement preferences. Contractors must maintain comprehensive insurance coverage, including Workers Compensation, Commercial General Liability, and Auto Liability policies, with the County of Volusia named as an additional insured. The contract is estimated at $408,325.00, with liquidated damages of $500 per day for project delays. All subcontractors must be listed and are subject to county review for competency, and the project requires compliance with environmental protections, including restrictions on construction during marine turtle nesting season from May 1 through October 31.
Opportunity text
This project will replace the existing dune walkover with a new sidewalk, ADA Parking space, Timber Dune Walkover Stairs and ADA Ramp. The existing timber walkover will be demolished, the site re-graded to accept an ADA sidewalk connecting to a new concrete ADA parking space and timber dune walkover stairs and ADA ramp to access the beach.
These improvements will allow for improved access for users of the beach by removing the stairway access at the street, re-grading the site to allow wheelchair access to the park and beach area by means of an ADA stairway and ramp on the east end of the site. The parking improvement will allow for 1 concrete ADA Handicapped parking space with designated loading zone directly adjacent to the ADA timber walkover. There is an existing bench and bicycle rack that will need to be carefully removed, stored and reinstalled on the new dune walkover structure.
