Inlet Harbor Beach Access Replacement Project – Construction Drawings
This is a comprehensive 100% construction drawings document prepared by Dredging & Marine Consultants for Volusia County, Florida, detailing the Inlet Harbor Beach Access Replacement project located at 4801 South Atlantic Avenue, Ponce Inlet, Florida 32127. The project scope includes demolition of an existing 300-linear-foot timber boardwalk and replacement with new ADA-compliant infrastructure consisting of 194 linear feet of concrete sidewalk, 128 linear feet of timber boardwalk, timber dune walkover stairs (17 steps), an ADA-compliant ramp with maximum 1:12 slope, one concrete ADA parking space with loading zone, and timber railings throughout. The drawings package comprises 18 sheets including site plans, demolition plans, grading plans, detailed cross-sections, stair and ramp profiles, observation deck framing plans, and ADA parking specifications. The project requires careful removal and storage of existing site furnishings (bench, bicycle rack, and signage) for reinstallation on the new structure. All work must comply with Florida Building Code accessibility standards, ASCE 7-22 design specifications, and federal FEMA compliance requirements. The construction contract is estimated at $408,325.00 with substantial completion required within 120 days and final completion within 150 days of the Notice to Proceed, subject to liquidated damages of $500 per day for delays.
The project specifications mandate comprehensive material testing and quality assurance, including soil compaction verification to 98% Modified Proctor density, concrete strength certification of 4,500 PSI minimum, and timber grading compliance with marine-grade Southern Yellow Pine standards. All fasteners, bolts, and hardware must be Grade 316 stainless steel to withstand coastal marine environments. The contractor must provide post-driving logs documenting blow counts and jetting operations, obtain all necessary local building permits, implement erosion and turbidity control measures, and coordinate utility protection with affected entities. Environmental compliance requires adherence to coastal construction restrictions, including prohibition on soil movement seaward of the Coastal Construction Control Line and restriction of construction activities during marine turtle nesting season (May 1–October 31). The contractor is responsible for site surveying stakeout, temporary traffic control planning, shipping and stockpile area coordination, site safety planning, and final as-built survey preparation by a licensed Florida Professional Surveyor referenced to NAVD 88. All submittals, including shop drawings, material certifications, and schedule of completion, require Engineer of Record approval prior to ordering or installation.
