About this opportunity
Dawson County, Georgia issued Invitation for Bid (IFB) #495-26 on March 17, 2026, seeking sealed bids from qualified contractors to perform roadway rehabilitations and culvert replacements on county-maintained roads and infrastructure. The project encompasses four primary tasks: Task 1 involves deep patching, milling, and overlaying Afton Road (approximately 4.41 miles) from State Route 183 to Pickens County line; Task 2 includes milling, overlaying, and widening Emma Terrace (approximately 0.28 miles) from State Route 183 to State Route 136; Task 3A requires full-depth reclamation of Cowart Road (approximately 2.4 miles) from State Route 53 to Kelly Bridge Road with paving and striping requirements; and Task 3B involves replacing four culverts with reinforced concrete pipe in varying diameters (18", 24", and 30") including headwall and sediment barrier installations. Task 1 includes 6,000 tons of recycled asphalt concrete, Task 2 requires 900 tons of recycled asphalt concrete, and Task 3A necessitates 4,000 tons of B-MOD asphalt binder with approximately 160 linear feet of 30-inch storm drain pipe for Task 3B. All work must be completed within ninety (90) days of the Notice to Proceed with liquidated damages set at $1,000 per day for delays. Contractors must be prequalified through the Georgia Department of Transportation (GDOT) with a minimum of five (5) years' experience in grading, paving, and storm drainage work. The non-mandatory pre-bid meeting was scheduled for April 6, 2026, at 10:30 a.m., with questions due by April 8, 2026, at 5:00 p.m. and responses posted by April 10, 2026. The final bid submission deadline is April 23, 2026, at 10:30 a.m. EST, with bids submitted to the Dawson County Board of Commissioners Purchasing Manager at 25 Justice Way, Suite 2223, Dawsonville, Georgia 30534. The County will award the contract to the lowest responsive, responsible bidder and reserves the right to award any combination of tasks or reject any and all bids.
No set-aside designations or restrictions on specific organization types are mentioned in the procurement documents; however, contractors must provide a 5% bid bond, 100% performance bond, and 100% payment bond payable to Dawson County Board of Commissioners, along with General Liability insurance of at least $1,000,000 per incident and automobile insurance of $500,000 combined single limit. All contractors must comply with Georgia requirements including E-Verify participation, drug-free workplace certification, and nondiscrimination provisions. No incumbent contractor information is listed in the available documents. Payment will be made on a Net 30 basis with 5% retainage held until project completion and acceptance, with final retainage released thirty (30) days after the County determines the work is reasonably satisfactory. Contractors must provide a two-year warranty on all pavement work, a three-year warranty for Full Depth Reclamation, and a one-year warranty for culvert work.
