About this file
This is Addendum #1 to Invitation for Bid (IFB) #495-26 issued by Dawson County for Roadway Rehabilitation and Culvert Replacements. The project encompasses four tasks: Task 1 involves rehabilitation of Afton Road including deep patching, recycled asphalt concrete placement, mill butt joints, traffic striping, and rumble strips; Task 2 covers mill and overlay work on Emma Terrace from State Route 183 to State Route 136 (approximately 0.28 miles) with recycled asphalt concrete and traffic striping; Task 3A addresses comprehensive rehabilitation of Cowart Road including cement reclaimed base, Portland cement, asphalt binder, asphalt topping, rumble strips, and traffic striping with permanent grassing on shoulders; and Task 3B involves culvert replacements on Cowart Road with storm drain pipes in three sizes (18", 24", and 30") and concrete headwalls. The estimated quantities include 6,000 tons of recycled asphalt concrete for Afton Road, 900 tons for Emma Terrace, 4,000 tons of B-MOD asphalt binder for Cowart Road, and 160 linear feet of 30-inch storm drain pipe. The IFB was originally issued March 17, 2026, with this addendum issued April 10, 2026, and the closing date is April 16, 2026, at 10:30 a.m. All work must be completed during daylight hours Monday through Friday, and contractors are required to submit a revised Price Proposal Form included in the addendum.
The addendum addresses clarifications regarding milling operations, payment structures, mailbox conflicts, asphalt application timelines, and material disposal. Milling costs are included in tonnage pricing rather than as separate line items. The County will remove concrete driveways on Afton Road and backfill with graded aggregate base, while millings from Afton Road and Emma Terrace may be hauled to the Georgia WMA site on Amicalola Church Road. Material Transport Vehicles must be utilized for Task 2 (Emma Terrace) and Task 3A (Cowart Road). Contractors must meet striping requirements including 10-foot lanes and 2-foot paved shoulders on Afton Road and Cowart Road, with Emma Terrace requiring only 10-foot lanes with no shoulder work. Warranty requirements include a 2-year warranty for all asphalt work, a 3-year warranty for Full Depth Reclamation, and a 1-year warranty for Task 3B culvert work. The addendum specifies that no permanent mailboxes in conflict are to be removed and that temporary wedges must be placed in mill butt joints if paving cannot be completed within one day.

The following are questions, answers, and clarifications to the IFB #495-26 Roadway Rehabilitations and Culvert Replacements:
1. QUESTION: On page 9 the description for Afton Rd and Emma Terrace calls for mill and overlay, which one would assume that the whole road would be milled. Afton Rd has a pay item for Mill Butt Joins and Emma Terrace does not have a pay item for any milling. Please clarify the milling operation on these two roads.
ANSWER: Milling included in the tonnage.
2. QUESTION: How will dirt or gravel side roads and driveways be handled in this project? Will the contractor run the spreader gate out or should we use the GDOT misc. Unpaved Spec for paving roads and driveways? Please clarify.
ANSWER: Tie in dirt/gravel driveways 20 feet minimum or all other driveways, catch with spreader gate.
3. QUESTION: On Cowart Rd there is (5) existing brick mailboxes @ 859, 1681, 1772, 2031, & 2307. Generally the brick mailboxes are moved or replaces by the homeowner not the contractor.
