About this opportunity
The Azusa Unified School District is conducting a competitive sealed bid solicitation for a Class B General Building Contractor to design, provide, and install a complete walk-in refrigerator system at Victor Hodge Elementary School, located at 700 West 11th Street, Azusa, California 91702. The project is identified as Bid No. 25-26-02-20 and encompasses the furnishing and installation of one custom walk-in cooler (RMI Custom model), six Metro Metromax-Q shelving units, two Cooltec medium-temperature evaporator coils, and one Cooltec refrigeration rack with associated mechanical, electrical, and plumbing infrastructure. The contractor must coordinate all trades including electrical, plumbing, and mechanical systems; restore affected walls and floors to code-compliant conditions suitable for food-service use; and provide a one-year warranty covering defective materials and workmanship. Mandatory pre-qualification through the District's Pre-Qualification Questionnaire process is required, with submission due at least ten working days prior to the bid deadline. The mandatory pre-bid conference and job walk will be held on Thursday, March 19, 2026, at 9:00 AM at the school site, and sealed bids must be submitted electronically via the Bonfire E-Procurement Platform by 2:00 PM PST on Friday, April 10, 2026, with public bid opening and reading occurring at 2:15 PM PST via Google Meet. Bidders must possess a valid California Class B General Contractor license, current DIR Public Works Contractor registration, and demonstrated experience with K-12 public school district modernization projects. All mechanical, electrical, and plumbing subcontractors must also be prequalified. The contract is subject to prevailing wage requirements as determined by the California Director of Industrial Relations, with bidders required to register with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
The District encourages Disabled Veteran Business Enterprise (DVBE) participation and requires contractors to demonstrate reasonable efforts to secure DVBE subcontractors and material suppliers; bidders unable to secure DVBE participation after reasonable efforts must certify this fact in the mandatory DVBE Participation Statement. Bidders must submit comprehensive insurance documentation including general liability coverage with minimum limits of $2,000,000 per aggregate and $1,000,000 per occurrence, pollution liability insurance of $1,000,000, workers' compensation insurance per statute, builder's risk insurance in the bid amount, and automobile liability coverage. Performance and payment bonds equal to 100 percent of the contract price are required, along with a bid bond or certified check equal to ten percent of the total bid amount. All bid documents and contractor certifications become the exclusive property of the District and public records, except for information deemed trade secrets. The District will award the contract to the lowest responsible and responsive bidder; the specific contract value or budget range is not disclosed in the solicitation documents, but the project is funded in whole or in part by the State of California pursuant to the Leroy F. Greene School Facilities Act of 1998. Liquidated damages are assessed at $1,000 per calendar day for delays beyond the contract completion date, and the contractor must maintain a competent superintendent for supervision and submit detailed shop drawings and rough-in plans within three weeks of contract award.
