About this opportunity
Boulder County, Colorado is conducting a two-phase procurement process for group life and disability insurance coverage through a Request for Qualifications (RFQ) followed by a formal Request for Proposal (RFP). The RFQ phase serves as a qualification screening mechanism to identify valid life and disability insurance carriers, with bidders required to submit responses by April 15, 2026, questions due by April 1, 2026, and answers provided by April 8, 2026. The county seeks to procure Basic Life and Accidental Death & Dismemberment (AD&D), Optional Life, Optional AD&D, Short-Term Disability, and Long-Term Disability insurance coverage effective January 1, 2027, for approximately 2,300 benefit-eligible full-time and part-time employees. Only bidders approved during the RFQ phase will be invited to participate in the formal RFP, which begins April 22, 2026, with RFP questions due May 1, 2026, answers by May 11, 2026, and proposals due May 22, 2026. Qualified bidders must demonstrate they are valid life and disability insurance carriers with years of experience providing group life and disability coverage, a stable financial position, and contractual relationships with necessary third-party service providers; the RFQ questionnaire requires carriers to provide information regarding legal company name, headquarters location, experience metrics, organizational structure, bankruptcy history within seven years, litigation status, and merger or acquisition activity. This procurement is conducted according to the county's five-year marketing cycle requirement for these lines of coverage.
The procurement documents do not specify set-aside designations or restrictions limiting response to particular types of organizations. Boulder County currently carries all requested coverages through Lincoln Financial Group, the incumbent vendor. Bidders selected for the formal RFP phase will receive detailed census data, experience reports, eligibility and plan information, and other proposal documents through secure means only. Contractors must comply with comprehensive insurance requirements, including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Workers' Compensation at statutory limits, Professional Liability/Errors and Omissions ($1,000,000 per loss and aggregate), and Privacy/Cyber Liability Insurance ranging from $50,000 to $1,000,000 depending on the number of county clients served. Boulder County shall be named as an additional insured on applicable policies, and all insurance companies must be satisfactory to the county with provisions for thirty days' notice of cancellation or suspension. No specific award value or budget range is disclosed in the available procurement documents.
Opportunity text
The purpose of the RFQ is to allow interested bidders to submit their request to participate in a formal RFP. Bidders who respond to this RFQ by the RFQ due date will be evaluated by the county and their broker to confirm if they are valid Life and Disability insurance carriers. Bidders who are confirmed to be valid carriers will then be invited to participate in a formal RFP. Only the bidders selected to participate in the formal RFP will receive the documents and information necessary to submit a proposal (such as census data, experience reports, eligibility and plan information, etc.). The documents will be provided via secure means only to the approved bidders. The RFP is being conducted this year according to the county's procurement schedule, which requires these lines of coverage to be marketed at least every 5 years.
