About this file

This is a Life and Disability Insurance Questionnaire for Boulder County, Colorado, supporting a Request for Qualifications (RFQ) for group life and disability insurance coverage. Boulder County, a government employer with approximately 2,300 benefit-eligible full-time and part-time employees located in Boulder, Colorado, is seeking to procure Basic Life and AD&D, Optional Life, Optional AD&D, Short-Term Disability, and Long-Term Disability insurance coverage effective January 1, 2027. The RFQ phase includes a release date of March 25, 2026, with bidders' questions due by April 1, 2026, answers provided by April 8, 2026, and RFQ submissions due by April 15, 2026. Selected bidders will then be invited to participate in a formal RFP phase beginning April 22, 2026, with RFP questions due May 1, 2026, answers by May 11, 2026, and proposals due May 22, 2026. The procurement is being conducted according to the county's schedule, which requires these lines of coverage to be marketed at least every five years.

Boulder County currently carries all requested coverages through Lincoln Financial Group. The RFQ is designed as a qualification screening mechanism to identify valid Life and Disability insurance carriers, with only approved bidders receiving detailed census data, experience reports, eligibility and plan information, and other proposal documents through secure means. The questionnaire requires carrier responses regarding legal company name, headquarters address, website, RFP contact information, years in business, experience providing group life and disability coverage, current book of business metrics, organizational structure, employee count, bankruptcy history within seven years, current or anticipated litigation, merger or acquisition activity, and contractual relationships with third-party service providers such as actuarial services and data warehousing entities. Late entries will not be accepted, and all procurement information is posted in the Euna Supplier Network procurement system.

This RFQ will be followed by a formal Request For Proposal (RFP) for Basic Life and AD&D, Optional Life, Optional AD&D, Short-Term Disability, and Long-Term Disability coverages.

The purpose of the RFQ is to allow interested bidders to submit their request to participate in a formal RFP. Bidders who are confirmed to be valid carriers will then be invited to participate in a formal RFP. The documents will be provided via secure means only to the approved bidders.
