About this opportunity

The Texas General Land Office is requesting proposals for the supply, delivery, and installation of office furnishings for the Stephen F. Austin Building at 1700 N. Congress Avenue in Austin under RFP 8399-SJ, with proposals due August 12, 2026 at 2:00 p.m. CT and mandatory pre-proposal conference and site tour on July 21, 2026 at 1:00 p.m. CT. A Subcontracting Plan with good-faith efforts to include State of Texas certified Veteran-Owned Historically Underutilized Businesses (VetHUB) as subcontractors is mandatory for all responses.

The scope encompasses furnishings for five suites (110, 111, 730, 800, and 1003) including modular workspaces, offices, conference rooms, and breakrooms. Specific Steelcase products are mandated with no brand substitutions permitted for core items such as Kick System panels, Ology Height Adjustable Tables, and Elective Elements desks. The awardee must provide layout and design services, and all labor, materials, tools, supplies, transportation, insurance, and disposal costs must be included in the cost proposal.

Respondents must demonstrate five years of experience in office furnishings and installation, maintain active SAM.gov registration with a valid Unique Entity Identifier, and evidence financial solvency and adequate capitalization. Insurance requirements include Commercial General Liability of $1 million per occurrence and $2 million aggregate, Contractor's Pollution Liability of $500,000, Workers' Compensation at statutory limits, and Commercial Automobile Liability of $1 million combined single limit, all from Texas-licensed insurers rated A- or better by A.M. Best.

The contract will be effective upon execution and remain in effect through August 31, 2027, with potential extension up to five years at the GLO's discretion upon mutual written agreement. Evaluation weights are 40% cost proposal, 30% demonstrated relevant experience and past performance, 25% proposed methodology and schedule, and 5% overall responsiveness and clarity. The GLO will award for best value to the State of Texas rather than lowest price. Notice of Intent to Award is anticipated September 30, 2026, following an evaluation period of August 19 through September 19, 2026.
