The solicitation seeks qualified contractors to provide knowledgeable and experienced personnel across three FEMA program areas: Public Assistance (PA), Individual Assistance (IA), and Hazard Mitigation Assistance (HMA). Contractors must deliver comprehensive technical assistance to sub-recipients, including project review and eligibility determinations, post-obligation compliance monitoring, payment verification, project closeout support, and disaster recovery expertise. The contract will operate as an indefinite delivery and indefinite quantity agreement with no guaranteed minimum work or retainer fees, with task orders issued as needed following declared disasters and contractors required to respond within 30 days of signed task orders. Bidders must submit not-to-exceed hourly rates for fifteen mandatory personnel categories including Project Manager, Senior Advisors, Program Liaisons, Technical Liaisons, Appeals Specialists, Debris Specialists, Benefit-Cost Analysis Specialists, Individual Assistance Specialists, Closeout Specialists, Disaster Recovery Specialists, and Accounting Analysts, with rates remaining fixed for the first two contract years and any subsequent increases capped at five percent. The contract term is two years from notice to proceed with options to renew for three additional one-year periods upon mutual agreement. Written questions are due by February 8, 2026, and electronic proposal responses must be submitted by March 3, 2026, at 2:00 p.m. Central Time, with the State expected to post an Intent to Award on March 20, 2026. Evaluation will be conducted on a 100-point scale with Corporate Overview accounting for 30 points and Technical Response for 70 points, prioritizing technical capability.
The State indicates a preference for resident disabled veterans or businesses located in designated enterprise zones under Nebraska Revised Statute 73-107 if all other factors are equal. Contractors must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability with a $2,000,000 aggregate limit, Commercial Automobile Liability with $1,000,000 combined single limit, and Professional Liability with $1,000,000 per claim. Personnel assigned to contract positions must submit resumes for State approval prior to work commencement, and all assigned staff must comply with employee work eligibility verification and all applicable federal and state regulations governing disaster recovery programs. Bidders must provide corporate identification information, financial statements (audited for publicly held companies or organizational descriptions for private firms), banking references, disclosure of any litigation or financial reversals, details of anticipated ownership changes, and complete disclosure of any conflicts of interest involving current or former state employees. No incumbent vendors or award budget ranges are specified in the solicitation documents, with pricing determined through individual task orders that factor travel costs separately from hourly labor rates submitted at proposal time. Monthly invoicing will be based on submitted weekly timesheets and approved deliverables.
