About this opportunity
The State of Rhode Island Division of Purchases is soliciting vendors for MPA 388 Emergency Management and Homeland Security Services, a statewide Master Price Agreement and qualified vendor list, with initial responses due November 20, 2026 at 12:00 p.m. and quarterly review periods continuing through January 31, 2029. Prime contractors must achieve a minimum 15% dollar value participation from certified MBE, WBE, or VBE subcontractors under Rhode Island General Laws 37-14.1, with compliance verified through monthly reporting and executed subcontractor agreements.
The scope encompasses five service categories—resource distribution (packaged ice, bottled water, meals ready-to-eat), federal emergency and disaster assistance consulting, debris management contracting, planning services, and snow assistance—with vendors able to propose on individual or multiple categories. Debris management pricing must itemize vegetative debris, construction and demolition debris, soil removal, hazardous tree removal, stump extraction, equipment rental rates, personnel classifications, vehicles, PPE, and monitoring equipment; tipping and final disposal costs are paid directly by clients. Resource distribution and debris management both require a $1,000,000 Performance and Payment Bond.
The initial contract term begins approximately February 1, 2027 for three years, with options to renew for up to two additional 12-month periods at the State's discretion. This is an open enrollment agreement with no guaranteed purchasing volume; individual state agencies, municipalities, and quasi-governmental organizations will issue competitive scopes of work to qualified vendors on the list, with agencies providing preference to lowest-cost proposers. Technical proposals must score a minimum of 80 points across four evaluation categories: Responsiveness Criteria (5 points), Evaluation Criteria (35 points), Company Profile (35 points), and Scope of Services (25 points).
Insurance requirements are General Liability $1,000,000 per occurrence, Workers Compensation $100,000 each accident, and Automobile Liability $1,000,000 each occurrence. A 0.33% contract administrative fee will be withheld from vendor invoices. All proposals must be submitted electronically through Ocean State Procures; mail, email, hand delivery, and fax submissions will not be accepted.
