About this opportunity

The State of Rhode Island, Division of Purchases, is establishing a Master Price Agreement (MPA 397) for disaster recovery services on an open enrollment basis, with initial responses due October 15, 2026 at 12:00 p.m. and subsequent responses reviewed quarterly through November 30, 2028. This is a qualified-vendor-roster procurement, not a single-award contract; the state reserves the right to award to one or multiple qualified vendors and makes no guarantee of purchasing activity.

Vendors must provide disaster recovery services across natural disasters (floods, hurricanes, tornadoes, earthquakes) and man-made emergencies (hazardous material spills, infrastructure failures, bio-terrorism, critical IT system failures or failed change implementations). All proposals must include the Vendor Certification Questionnaire, Vendor Qualifications Assessment questionnaire, and MBE Participation Acknowledgment Form. Vendors must maintain active Rhode Island contractor registration and comply with prevailing wage requirements under R.I. Gen. Laws 37-13-1 et seq. Required insurance includes general liability ($1,000,000 per occurrence), workers' compensation ($100,000), and automobile liability ($1,000,000).

The initial contract period begins approximately December 1, 2026 for three years, with optional renewal periods of up to two additional 12-month terms based on vendor performance and fund availability. All proposals must be submitted electronically through Ocean State Procures. Pricing will be determined through a mini-bid process when agencies have specific project needs; vendors on the qualified list must submit timely quotes for evaluation. If MBE/WBE/VBE certified vendors are on the qualified list, a minimum of one of three quotes must come from such vendors. A contract administrative fee of 0.33% of annual contract spend will be withheld from vendor invoices. Proposals are evaluated on a Pass/Fail basis for vendor qualifications; all criteria require a passing determination for inclusion on the qualified vendor list. Vendor selection for specific projects is determined solely by user agencies based on price, expertise, and availability.
