About this file
This is Solicitation Addendum Four, issued by the State of Nebraska Department of Administrative Services, Materiel Division, State Purchasing Bureau for RFP 124469 O5 regarding Disaster Mitigation, Preparedness, Response, and Recovery Programs. The addendum provides a revised schedule of events for the procurement of technical services and personnel support for FEMA programs including Public Assistance, Individual Assistance, and Hazard Mitigation Assistance. The original proposal submission deadline was March 3, 2026, at 2:00 p.m. Central Time. The revised schedule indicates the evaluation period runs from March 4 through April 9, 2026, with an Intent to Award posted on April 10, 2026. The contract finalization period extends from April 11 through April 24, 2026, and the contract award date is April 27, 2026. The contract start date is tentatively scheduled for July 1, 2026. The contract will operate as an indefinite delivery and indefinite quantity agreement with a two-year initial term, renewable for three additional one-year periods upon mutual agreement, with no guaranteed minimum work or retainer fees.
The solicitation requires bidders to submit not-to-exceed hourly rates for fifteen mandatory personnel categories, with rates remaining fixed for the first two contract years and any subsequent increases capped at five percent. Pricing is structured through individual task orders issued as needed following declared disasters, with contractors required to respond within thirty days of signed task orders and travel costs billed separately from hourly labor rates. The State indicates a preference for resident disabled veterans or businesses located in designated enterprise zones under Nebraska Revised Statute 73-107 if all other factors are equal. Contractors must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability with a $2,000,000 aggregate limit, Commercial Automobile Liability with $1,000,000 combined single limit, and Professional Liability with $1,000,000 per claim. Personnel assigned to contract positions must submit resumes for State approval prior to work commencement and comply with employee work eligibility verification and all applicable federal and state regulations governing disaster recovery programs.
