About this file
This is Addendum 5 to a solicitation issued by the State of Nebraska Department of Administrative Services, Materiel Division, State Purchasing Bureau for Disaster Mitigation, Preparedness, Response, and Recovery Programs. The addendum revises the procurement schedule for RFP 124469 O5, which seeks technical services and personnel support across three FEMA program areas: Public Assistance, Individual Assistance, and Hazard Mitigation Assistance. The revised schedule establishes the following key dates: the Intent to Award will be posted April 13–14, 2026; the contract finalization period extends from April 15–27, 2026; contract award is scheduled for April 24–30, 2026; and the contract start date is tentatively set for July 1, 2026. The contract will operate as an indefinite delivery and indefinite quantity agreement with task orders issued as needed following declared disasters, requiring contractors to respond within 30 days of signed task orders. The contract term is two years from notice to proceed with options to renew for three additional one-year periods upon mutual agreement.
Bidders must submit not-to-exceed hourly rates for fifteen mandatory personnel categories, with rates remaining fixed for the first two contract years and any subsequent increases capped at five percent. Pricing will be determined through individual task orders that factor travel costs separately from hourly labor rates. There are no guaranteed minimum work or retainer fees, and monthly invoicing will be based on submitted weekly timesheets and approved deliverables. The State indicates a preference for resident disabled veterans or businesses located in designated enterprise zones under Nebraska Revised Statute 73-107 if all other factors are equal. Contractors must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability with a $2,000,000 aggregate limit, Commercial Automobile Liability with $1,000,000 combined single limit, and Professional Liability with $1,000,000 per claim. Personnel assigned to contract positions require State approval through resume submission prior to work commencement.
