About this file
This is a Solicitation Evaluation Criteria document from the State of Nebraska Department of Administrative Services, Materiel Division, State Purchasing Bureau for RFP 124469 O5 addressing Disaster Mitigation, Preparedness, Response, and Recovery Programs. The State seeks qualified contractors to provide technical services and personnel support across three FEMA program areas: Public Assistance (PA), Individual Assistance (IA), and Hazard Mitigation Assistance (HMA). Services include project review, eligibility determinations, post-obligation compliance monitoring, payment verification, project closeout support, and disaster recovery expertise delivered to sub-recipients. The contract is structured as an indefinite delivery and indefinite quantity agreement with no guaranteed minimum work or retainer fees, and task orders will be issued as needed following declared disasters. Written questions must be submitted by February 8, 2026, with electronic proposals due by March 3, 2026, at 2:00 p.m. Central Time. The State anticipates posting an Intent to Award on March 20, 2026. The contract term is two years from notice to proceed with options to renew for three additional one-year periods upon mutual agreement.
Evaluation will be conducted on a 100-point scale, with Corporate Overview accounting for 30 points and Technical Response for 70 points, with technical capability prioritized. Bidders must submit not-to-exceed hourly rates for fifteen mandatory personnel categories, with rates remaining fixed for the first two contract years and any subsequent increases capped at five percent. Contractors must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability with a $2,000,000 aggregate limit, Commercial Automobile Liability with $1,000,000 combined single limit, and Professional Liability with $1,000,000 per claim. Personnel assigned to contract positions must submit resumes for State approval prior to work commencement. The State indicates a preference for resident disabled veterans or businesses located in designated enterprise zones under Nebraska Revised Statute 73-107 if all other factors are equal. Mandatory requirements for proposal submission include a completed Bidder Questionnaire (Attachment A) addressing corporate overview and technical response, completion of Solicitation Sections II through IV, and a manually signed or DocuSign-executed Contractual Agreement Form. Monthly invoicing will be based on submitted weekly timesheets and approved deliverables.
