This fixed-price unit price construction contract seeks a qualified contractor to address geometric deficiencies in taxiway connectors that do not meet FAA Advisory Circular 150/5300-13B design standards and to replace lighting and signage systems that are approximately 20 years old. The project scope encompasses 58 line items of work including pavement demolition and reconstruction (1,375 to 16,720 square yards), excavation and grading, asphalt surface and leveling courses (4,840 tons), pavement markings (25,200 to 28,500 square feet), drainage infrastructure including corrugated metal pipes and inlets, sodding (27,600 square yards), and complete electrical work including cable installation (27,500 linear feet), PVC duct installation (8,350 linear feet), grounding systems, and FAA-rated lighting fixtures and signage. The contractor must demonstrate experience on similar airport projects, adequate equipment and personnel availability, financial responsibility, and compliance with all federal, state, and local regulations governing airport construction. Key milestones include a mandatory pre-bid conference on April 2, 2026 at 1:30 PM at Daytona Beach International Airport with optional virtual attendance via Microsoft Teams, and electronic bid submission through the County's eProcurement Portal by 3:00 PM on April 24, 2026. The project requires substantial completion within 216 days after Notice to Proceed and final completion within 246 days, with liquidated damages assessed at $2,000 per calendar day for delays beyond the substantial completion date. Evaluation criteria include bid price, contractor qualifications, equipment and personnel adequacy, financial capacity, past performance on similar projects, and local preference eligibility as specified in Section 2.8, D of the solicitation documents.
This procurement includes federal contract requirements applicable to FAA Airport Improvement Program (AIP) funding and FEMA-funded construction, requiring contractors to comply with Buy American preferences, Davis-Bacon prevailing wage requirements (ranging from approximately $15.54 to $33.61 per hour depending on labor classification), Federal Transit Administration regulations, and various federal compliance provisions including Equal Employment Opportunity, civil rights assurances under Title VI, Copeland Anti-Kickback Act compliance, and debarment and suspension certifications. Disadvantaged Business Enterprise (DBE) participation requirements apply under 49 CFR Part 26, and contractors must demonstrate good faith efforts to subcontract with small, minority-owned, and women-owned business enterprises. No incumbent contractor is identified for this project. Bidders must submit a Bid Bond equal to five percent of the total bid amount and, upon award, provide a Payment and Performance Bond equal to 100 percent of the contract price in accordance with Florida Statute 255.05. Comprehensive insurance requirements include Workers Compensation with waiver of subrogation, Commercial General Liability ($1,000,000 per occurrence/$5,000,000 aggregate), Auto Liability ($1,000,000 combined single limits), Contractors Pollution Liability ($1,000,000), and an Installation Floater covering wind, hail, and named storm damage, with the County and FDOT named as additional insureds on a primary and non-contributory basis. The estimated construction cost is $4,851,000.00, with mobilization limited to a maximum of 10 percent of the construction subtotal. The County will process payment on undisputed invoices within 20 business days from receipt, with a five percent retainage withheld pursuant to Florida Statute 255.078 and released upon final project acceptance.
