About this file
This is a Construction Safety and Phasing Plan exhibit prepared by AVCON Engineers & Planners for the County of Volusia, Florida, detailing the taxiway improvements project at Daytona Beach International Airport. The document, Sheet G100 (reissued April 13, 2026), illustrates the project layout for Taxiway P3 and P4 improvements, showing the airport's Runway 7L-25R and associated taxiways including Taxiways P, B, and N series connectors, along with Bellevue Avenue and surrounding infrastructure. The project encompasses 58 line items of work including pavement demolition and reconstruction ranging from 1,375 to 16,720 square yards, excavation and grading operations, asphalt surface and leveling courses totaling 4,840 tons, pavement markings of 25,200 to 28,500 square feet, drainage infrastructure installation, sodding of 27,600 square yards, and comprehensive electrical work involving 27,500 linear feet of cable installation and 8,350 linear feet of PVC duct installation. The mandatory pre-bid conference is scheduled for April 2, 2026, at 1:30 PM at Daytona Beach International Airport with optional virtual attendance via Microsoft Teams, and electronic bid submission closes on April 24, 2026, at 3:00 PM through the County's eProcurement Portal. Substantial project completion is required within 216 days after Notice to Proceed, with final completion within 246 days.
The estimated construction cost is $4,851,000.00, with mobilization capped at 10 percent of the construction subtotal. Liquidated damages are assessed at $2,000 per calendar day for delays beyond substantial completion. The project is funded through FAA Airport Improvement Program (AIP) funding and FEMA-funded construction, requiring contractors to comply with Buy American preferences and Davis-Bacon prevailing wage requirements ranging from approximately $15.54 to $33.61 per hour depending on labor classification. Disadvantaged Business Enterprise (DBE) participation requirements apply under 49 CFR Part 26, and contractors must demonstrate good faith efforts to subcontract with small, minority-owned, and women-owned business enterprises. Bidders must submit a Bid Bond equal to five percent of the total bid amount and, upon award, provide a Payment and Performance Bond equal to 100 percent of the contract price. Required insurance includes Workers Compensation with waiver of subrogation, Commercial General Liability of $1,000,000 per occurrence/$5,000,000 aggregate, Auto Liability of $1,000,000 combined single limits, and Contractors Pollution Liability of $1,000,000, with the County and FDOT named as additional insureds on a primary and non-contributory basis. The County will process payment on undisputed invoices within 20 business days from receipt, with five percent retainage withheld pursuant to Florida Statute 255.078 and released upon final project acceptance.
