About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting qualifications for a pool of general contractors to perform public transit construction and construction-related services under Invitation for Qualifications 24-8285R, with proposals due July 6, 2026 at 3:00 P.M. and a pre-proposal conference on June 15, 2026 at 10:00 A.M. at the Procurement Services Division office in Naples, Florida. A local vendor preference applies to Collier County-based contractors.

The scope encompasses general construction services including bus shelters, structures, enclosures, building improvements, ramps, roadways, walkways, parking areas, landscaping, utility and drainage work, illumination, electrical, plumbing, HVAC, fire suppression, carpentry, roofing, and signage. Contractors must be licensed and insured as Certified or General Contractors in Florida, enrolled in E-Verify at proposal submission, and comply with Florida Department of State certificate-of-authority requirements. All contractors selected will be expected to submit quotes for individual projects issued during the contract period; repeated failure to submit quotes may result in removal from the pool. Pricing is structured as lump sum with markups capped at 15% for subcontractors, 20% for materials, and 10% for rental equipment; ancillary charges transfer at actual cost with no markups allowed on taxes or fees.

The contract term is four years with one two-year renewal option. Historical annual county spending is approximately $1 million, though this is not indicative of future patterns. Projects exceeding $500,000 require Board approval; those exceeding $250,000 with federal funding require formal solicitation; those up to $250,000 with federal funding are quoted among selected contractors with a minimum ten business day response period. Payment and Performance Bonds are required for projects exceeding $200,000; bid bonds of 5% of cost proposal are required with submission.

Funding sources include Federal Transit Administration funds, Federal Transit Administration Emergency Relief funds, Federal Emergency Management Agency (FEMA) grants, State (FDOT) funds, and local County dollars. All contractors must comply with Davis-Bacon prevailing wage requirements for grant-funded projects, perform 100% of contracted work including subcontractor supervision, and submit insurance evidence within five business days of award. Commercial General Liability of $1 million per occurrence and $2 million aggregate, Workers' Compensation at statutory limits, and Employer's Liability of $1 million per occurrence are mandatory. Collier County must be named as additional insured, primary and non-contributory. Surety bonds must be rated "A-" or better by A.M. Best.

Required submission documents include the Vendor Declaration Statement, Conflict of Interest Certification, Immigration Certification, Local Business Certification (if applicable), Reference Questionnaire forms, Grant Provisions and Assurances, W-9, proof of Florida business status, E-Verify documentation, all licenses and certifications, and all signed addenda. Proposals must be submitted electronically through the Collier County Online Bidding System. The County intends to award multiple contractors and reserves the right to conduct oral presentations and negotiate terms. A tiered tie-breaker procedure favors proposers with lower volumes of work awarded within 24 months.
