Proposals are due on July 6, 2026 at 3:00 P.M. via the Collier County Online Bidding System. The County intends to award multiple contractors to this agreement, with a contract term of four years and one two-year renewal option. Projects up to $250,000 utilizing federal funding are quoted among selected contractors with a minimum ten business day response period. Contractors must be licensed and insured as Certified or General Contractors in Florida and are responsible for 100% of contracted work, including subcontractor supervision. Pricing is structured as lump sum with markups not to exceed 15% for subcontractors, 20% for materials, and 10% for rental equipment; ancillary charges transfer at actual cost with no markups allowed on taxes or fees. Funding sources include Federal Transit Administration funds, Federal Transit Administration Emergency Relief funds, Federal Emergency Management Agency (FEMA) grants, State (FDOT) funds, and local County dollars. Payment and Performance Bonds are required for projects exceeding $200,000. All contractors must comply with County ordinances, safety standards, background check requirements, and Davis Bacon wage requirements for grant-funded projects.
