About this opportunity
Collier County's Public Utilities Wastewater Division has issued an Invitation to Bid (ITB) for Bypass Pump Preventative Maintenance, Repair and Replacement services, seeking qualified vendors to provide comprehensive maintenance for approximately 30+ fixed and portable bypass pump stations. The solicitation requires vendors to offer all-inclusive hourly rates for site superintendents, supervisors, and service technicians, with rates encompassing travel expenses, equipment, and labor. Bidders must maintain certification in diesel engine repair and bypass pump repair, provide 24/7 availability, and demonstrate a three-year service record retention. The contract, slated for a three-year term with two optional one-year renewals, mandates vendors submit detailed pricing for various labor categories, with specific markup rates for equipment, parts, rental equipment, and subcontractor services. Bids are due February 9, 2026, at 3:00 p.m., to be submitted electronically through the County's procurement platform, with no pre-bid meeting scheduled. The County will evaluate bids using a lowest-price award mechanism, intending to identify primary, secondary, and tertiary vendors for urgent and routine maintenance needs.
The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. However, vendors must be enrolled in the E-Verify program, possess appropriate business tax receipts, professional licenses, and a Florida Certificate of Conduct Business. The contract is grant-funded, potentially through FEMA Public Assistance, which introduces additional federal compliance requirements. While no incumbent vendors are specified, the solicitation indicates historically modest annual expenditures of approximately $45,000, which dramatically increased to $14 million in 2022 due to Hurricane Ian recovery efforts. The bid schedule anticipates approximately 150 hours for Site Superintendent services, 100 hours for Supervisor services, and 300 hours for Service Technician services, though these quantities are for evaluation purposes. Repair work is categorized with specific approval thresholds: repairs under $5,000 may proceed with verbal or written County approval, while repairs exceeding $5,000 require a detailed three-business-day quote submission.
