About this opportunity

Santa Rosa County Board of County Commissioners is requesting bids for equipment and materials to rehabilitate the Madura Five Storm Water Lift Station in Gulf Breeze, Florida, with proposals due November 6, 2026 at 10:00 a.m. and a mandatory pre-bid meeting on October 15, 2026 at 10:00 a.m. via Microsoft Teams.

The scope includes complete rehabilitation of an existing lift station: demolition of existing pumps, piping, platforms, and electrical components, followed by installation of three triplex pumps, new 316 stainless steel Schedule 40 piping and valves with welded flanges, a new galvanized steel platform with foundations and access ladder, and a comprehensive electrical system rated at 480Y/277VAC, 3-phase, 4-wire, 200-amp capacity from Florida Power & Light. All work must comply with Florida Department of Environmental Protection regulations, Santa Rosa County engineering standards, National Electrical Code requirements for Class I Group D Division 1 hazardous locations, and FEMA flood elevation AE 7.0. Existing exposed piping must be sandblasted and coated to SSPC-SP 10 standards. The contractor must provide 24/7 bypass pumping capabilities during construction to maintain lift station operations, with bypass pumps, fuel tanks, and containment vessels placed on county-owned easement property. The contractor is responsible for utility locating, site security, erosion control, traffic maintenance, as-built drawings, and restoration of the adjacent lot to pre-construction conditions. Owner-furnished equipment — pump base elbows, guide rails, pump power cables, control panels, and instrumentation — will be provided for contractor installation upon delivery.

Santa Rosa County encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises. Questions are due October 22, 2026 by 12:00 p.m. through the Santa Rosa County Procurement Portal. Addendum #1 Revision has been posted. The county reserves the right to waive bid irregularities, reject any or all bids for documented reasons, and award based on best value to Santa Rosa County.
