About this file

This Invitation to Bid (ITB) document is issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Public Utilities Wastewater Division for bypass pump preventative maintenance, repair, and replacement services throughout Collier County, Florida. The solicitation seeks qualified vendors to provide routine preventative maintenance, repair services, and replacements for a fleet of fixed and portable bypass pumps located at approximately 30+ stations across the county. Bids are due February 9, 2026, at 3:00 p.m., submitted online through the Collier County Procurement Services Division Online Bidding System. No pre-bid meeting is scheduled. The contract term, if awarded, is three years with two optional one-year renewal periods, with firm pricing for the initial term. The County intends to identify primary, secondary, and tertiary vendors through a lowest-price award mechanism.

Vendors must provide all-inclusive hourly rates for site superintendents, supervisors, and service technicians, with rates including travel expenses, equipment, and labor but excluding subcontracting. Repair costs under $5,000 may proceed with verbal or written County approval, while repairs exceeding $5,000 require a three-business-day quote submission. Equipment and parts are invoiced at original cost plus 10% markup, subcontractor services at original cost plus 15% markup, and equipment rentals at original cost plus 5% markup. Vendors must maintain certification in diesel engine repair and bypass pump repair, provide 24/7 availability, and maintain a three-year service record retention. Normal response time for quote requests is one business day with written quotes within three business days; urgent requests require one-hour acknowledgment and three-hour on-site response with time-and-a-half compensation. Historically, the County spent approximately $45,000 annually on these services, though Hurricane Ian costs reached approximately $14 million in 2022. FEMA funding may partially support this procurement.
