About this opportunity

Clackamas County, Oregon is soliciting sealed bids under BID 2026-82 for the NE Miley Road at NE Airport Road Intersection Improvements Project, with bids due December 2, 2026 at 2:00 p.m. Pacific Time through Bid Locker. Clackamas County encourages bids from Minority, Women, and Emerging Small Businesses (M/W/ESB) and requires all bidders to perform Good Faith Effort, submitting Forms 1 and 2 within two hours of bid closing. Those forms must identify outreach to at least three M/W/ESB subcontractors for each division of work to be subcontracted.

The work converts the intersection to all-way STOP control and adds a mast-arm-mounted flashing red beacon system, roadway illumination, a pan/tilt/zoom traffic camera with communications equipment, electrical service and conduit, revised signs and pavement markings, advance warning signs with solar-powered flashing beacons, erosion control, and construction traffic control. Specified equipment includes Siemens Ethernet switches, AXIS PTZ cameras, and Vaisala camera cabinets. The contractor must coordinate with Portland General Electric, NW Natural Gas, CenturyLink/Lumen Technologies, and Astound Broadband, giving utility notices 14 calendar days before work begins. Bidders must examine the project site and all contract documents before submitting bids. Work follows 2024 Oregon Standard Specifications and Clackamas County service standards. Prevailing wage under ORS 279C.800 through 279C.870 applies because maximum compensation exceeds $50,000. Federal highway funds are not involved.

The Engineers Estimate is $286,835.00. Work commences upon Notice to Proceed, with final completion on June 30, 2027. Each bid requires bid security equal to 10% of the total bid amount, delivered as a cashier's check, certified check, or bid bond. The successful bidder must furnish performance and payment bonds, each equal to 100% of the contract price, within 20 calendar days of award. The contract withholds 5% retainage, and the contractor may substitute a surety bond under Oregon House Bill 4006 (2024). Required insurance includes Commercial General Liability of $1 million per occurrence and $2 million annual aggregate, and Commercial Automobile Liability of $1 million. First-tier subcontractors at or above 5% of total contract price (minimum $15,000), or at or above $350,000 regardless of percentage, must be disclosed within two working hours of bid closing.

Award goes to the lowest responsive bid from a responsible bidder. The public bid opening occurs at 2:05 p.m. Pacific Time on December 2, 2026 via Zoom, and results post to OregonBuys shortly after opening.
