About this opportunity
The City of Sarasota is soliciting sealed bids for the Bayfront Park Seawall Reconstruction project through Invitation to Bid (ITB) #26-14JS, with responses due by February 19, 2026. The procurement involves the replacement of approximately 1,500 linear feet of bulkhead fronting Marina Jack at Sarasota Bayfront Park, with the option to complete work in two phases: Phase I covering 725 linear feet (Station 0+00 to 7+25) and Phase II covering the remaining 725 linear feet (Station 7+25 to 15+00). The comprehensive project scope encompasses demolition of the existing bulkhead, installation of fiber-reinforced polymer (FRP) piles and reinforced concrete bulkhead cap at elevation +4.0 NAVD88, living seawall modules, Baywalk sidewalk restoration, potable water services upgrades, landscaping and irrigation systems, and electrical systems services including elevation of marina power pedestals and conduit replacement. Qualified contractors must demonstrate capability to perform the work within the critical deadline of June 30, 2026, for FDEP grant compliance and July 27, 2026, for federal environmental authorization expiration. Key requirements include obtaining City building permits, performing construction stakeout under a Florida-registered surveyor's supervision, coordinating utility disconnections with Suntex Marinas, maintaining ongoing marina operations for four boat clubs and rental services throughout construction, installing turbidity curtains, and accommodating known park events including boat parades and festivals. Construction is limited to 7am–9pm on weekdays and 9am–9pm on weekends and federal holidays, with the contractor required to submit bi-weekly progress reports with monthly status updates including aerial photographs, coordinate weekly with the City's Construction Manager, and comply with all FDEP quarterly grant reporting requirements. All contractor submittals including shop drawings must be reviewed and approved by the Engineer of Record and Registered Landscape Architect prior to construction.
Local preference does not apply to this project due to grant funding requirements from the Florida Department of Environmental Protection (FDEP) Resilient Florida Grant and the West Coastal Inland Navigation District (WCIND) Grant. Bidders must be registered with the State of Florida Division of Corporations to conduct business in the state and must comply with federal labor standards including Davis-Bacon Act prevailing wage requirements and American Rescue Plan Act (SLFRF) compliance provisions, as the project is partially funded through Coronavirus State and Local Fiscal Recovery Funds with mandatory obligation by December 31, 2024, and expenditure by December 31, 2026. All contractors must carry Workers' Compensation insurance, Commercial General Liability insurance with minimum limits of one million dollars combined single unit per occurrence, and Automobile Liability insurance with comparable limits, and must secure mandatory Longshoreman's Insurance for this project. Performance and payment bonds equal to 100 percent of the total contract amount are required, with bid bonds mandated for projects exceeding $200,000. The project is funded through a total FDEP grant of $3,588,000 with a City match requirement of 42.40%, resulting in a total project cost of approximately $6,229,181.73, with the City having requested additional FDEP funding in August 2025 to support the full project footprint with results expected in Winter 2025/2026. Mobilization and demobilization costs are capped at 10 percent of total construction costs, and the City reserves the right to award to the lowest responsive and responsible bidder.
