Supplemental Instructions for Bayfront Park Seawall Reconstruction

This is a supplemental instructions document for the City of Sarasota's Invitation to Bid (ITB) #26-14JS for the Bayfront Park Seawall Reconstruction project. The project involves the replacement of approximately 1,500 linear feet of bulkhead fronting Marina Jack at Sarasota Bayfront Park, with bids due by February 19, 2026. The scope of work encompasses demolition of the existing bulkhead, installation of fiber-reinforced polymer piles and reinforced concrete bulkhead cap, living seawall modules, Baywalk sidewalk restoration, potable water services upgrades, landscaping and irrigation systems, and electrical systems services. Bidders are required to have examined the 100% Construction Drawings for Marine Structural Works prepared by Cummins Cederberg, Inc. and Construction Drawings for Civil, Electrical, and Landscape Architecture Works prepared by Chen Moore and Associates, both dated October 28, 2025. Bidders must have visited the project site and become familiar with site conditions. The project requires completion by June 30, 2026, for FDEP grant compliance and July 27, 2026, for federal environmental authorization expiration. Construction is limited to 7am-9pm on weekdays and 9am-9pm on weekends and federal holidays.

Bidders must coordinate the bulkhead project with Suntex Marinas and the City to maintain operations of four boat clubs and rental services throughout construction. Longshoreman's Insurance is mandatory for this project. Mobilization and demobilization fees are capped at 10 percent of construction costs. Bidders are responsible for all aspects of material staging throughout construction and must present a detailed construction schedule addressing constraints outlined in the Construction Scope of Work. Bidders must coordinate any proposed interruptions with the City and Suntex Marinas. The project is funded through a total FDEP grant of $3,588,000 with a City match requirement of 42.40%, resulting in a total project cost of approximately $6,229,181.73. Performance and payment bonds equal to 100 percent of the total contract amount are required, along with bid bonds for projects exceeding $200,000.
