About this file

This Scope of Work document outlines the construction requirements for the City of Sarasota's Bayfront Park Seawall Reconstruction project, funded through Florida Department of Environmental Protection (FDEP) Resilient Florida Grants and the West Coastal Inland Navigation District (WCIND) Grant. The project scope encompasses the replacement of approximately 1,500 linear feet of bulkhead fronting Marina Jack at Sarasota Bayfront Park, with the option to complete work in two phases: Phase I covering 725 linear feet (Station 0+00 to 7+25) and Phase II covering the remaining 725 linear feet (Station 7+25 to 15+00). Major work components include demolition of the existing bulkhead, installation of fiber-reinforced polymer (FRP) piles with concrete deadman tiebacks and helical anchors, installation of reinforced concrete bulkhead cap at elevation +4.0 NAVD88, attachment of living seawall modules within the tidal zone, extension of outfalls and culverts with manatee grates, Baywalk sidewalk restoration, potable water service upgrades, landscaping and irrigation installations, and electrical systems improvements. The contractor must obtain City building permits, perform construction stakeout under a Florida-registered surveyor, coordinate utility disconnections with Suntex Marinas, maintain ongoing marina operations throughout construction, install turbidity curtains, and conduct material testing. Critical deadlines include the FDEP grant completion deadline of June 30, 2026, the WCIND grant deadline of September 30, 2026, and federal environmental authorization expiration on July 27, 2026. Sealed bids are due February 19, 2026, with construction limited to 7am-9pm on weekdays and 9am-9pm on weekends and federal holidays.

The contractor must accommodate known park events including boat parades, festivals, and weddings while maintaining access for four marina operations (Freedom Boat Club, LeBarge Tropical Cruises, Suntex Boat Club & Rentals, and Carefree Learner). Contractor responsibilities include weekly meetings with the City's Construction Manager, bi-weekly written progress reports detailing concerns and completed work, monthly project status reports with aerial photographs, and final project reporting upon completion. All contractor submittals, including shop drawings for specialty engineering items, require approval from the Engineer of Record and Registered Landscape Architect prior to construction. The project is funded through an FDEP grant of $3,588,000 with a City match requirement of 42.40%, resulting in a total project cost of approximately $6,229,181.73, with the City having requested additional FDEP funding in August 2025 to support the full project footprint, with results expected in Winter 2025/2026. Mobilization and demobilization costs are capped at 10 percent of total construction costs. Performance and payment bonds equal to 100 percent of the contract amount and bid bonds are required. The contractor must carry Workers' Compensation insurance, Commercial General Liability insurance with minimum limits of one million dollars combined single limit per occurrence, Automobile Liability insurance with comparable limits, and mandatory Longshoreman's Insurance. Local preference does not apply due to grant funding requirements, and the City reserves the right to award to the lowest responsive and responsible bidder.

Section 1 – Objective

1.1 General

The City of Sarasota (City) is seeking a qualified and experienced Bidder to replace approximately 1,500 linear feet of bulkhead fronting the marina located at Sarasota Bayfront Park in Sarasota, Florida. The overall goal of the project is to implement City-wide resilience measures at Sarasota Bayfront Park through a bulkhead replacement that raises the elevation of the bulkhead cap and surrounding upland areas to accommodate future water level conditions associated with sea level rise.

Given potential funding restrictions, the City has separated the 1,500 linear feet of bulkhead into two design scopes so that construction can be completed in phases if needed. Phase I is from Station 0+00 to 7+25 and Phase II continues the bulkhead from Station 7+25 to 15+00. The City is seeking a qualified and experienced Bidder to complete Phase I construction including a transition from Phase I to the existing conditions, if funding restrictions limit the project footprint to only Phase I. The City also requests a bid price for completion of Phases 1 and 2, in the event additional funds become available and the project can continue directly into Phase 2. Otherwise, Phase 2 would occur at later date, when additional funds are secured.

1.2 Funding/Authority

This project has two main sources of funding, both of which are grants. The City of Sarasota has received a Florida Department of Environmental Protection (FDEP) Resilient Florida Grant as well as a West Coastal Inland Navigation District (WCIND) Grant , to help fund Citywide resilience initiatives, including the Sarasota Bayfront Park Bulkhead Project. As of August 2025, the City has requested additional FDEP funding to support the full 1,500 linear feet bulkhead project footprint. Results of the funding request will not be available until Winter 2025/2026. Grant documentation are available and shall be read by qualified Bidders in full, and are attached to this document as Appendix B and C.

1.3 Project Objectives

• The overall project goal is to increase resilience at Bayfront Park through restoration and/or replacement of the following major components: 1) bulkhead, 2) Baywalk sidewalk 3) potable water services, 4) landscaping and irrigation, and 5) electrical systems services.

• The selected Contractor shall provide construction services to facilitate the replacement of the full 1,500 linear feet footprint (Phase 1 and 2) or the 725 linear feet footprint of Phase 1 bulkhead with associated transition detail located along Bayfront Park. Services shall also include the associated upland improvements including the upland grade elevation increase, new landscaping and hardscaping, and electrical and potable water service improvements.

• The selected Contractor shall coordinate with Suntex Marinas and the City to maintain the following operations throughout construction:

o Freedom Boat Club o LeBarge Tropical Cruises o Suntex Boat Club & Rentals o Carefree Learner (Next to LeBarge. Owned by Sarasota Co. School District)

• The selected Contractor shall notify Suntex Marinas and the City when sections of new bulkhead and upland improvements are ready for the reinstallation of prefabricated finger pier deck and dock utilities.

Section 2 – Background Sarasota Bayfront Park (Bayfront Park) is located at 5 Bayfront Dr, Sarasota, FL 34236 along Sarasota Bay. The public park amenities include bicycle trails, a canoe launch, equipment rental, walking trails, a pet-friendly park, playground, and two restaurants in proximity. Bayfront Park is owned and maintained by the City of Sarasota. Within the Park’s basin, there is Marina Jack, which is a privately-operated marina owned by Suntex Marinas and Marina Jack Holdings, LLC.

Bayfront Park features a bulkhead along its waterside perimeter. The project scope includes the replacement of approximately 1,500 linear feet of this bulkhead and the associated upland civil, electrical, and landscape improvements as shown on the 100% Construction Drawings. As shown in the 100% Construction Drawings, the design scope has divided the 1,500 linear feet of bulkhead into two phases: Phase I Station 0+00 to 7+25 and Phase II 7+25 to 15+00. The City will decide the construction path forward regarding potential phasing after receipt of bids.

The existing bulkhead material is a mixture of concrete and vinyl sheet piles, both of which are finished with a concrete cap. Fixed prefabricated finger pier decks are attached to the bulkhead throughout the project footprint and marina utilities. Cleats, dock boxes, and pedestals exist on the bulkhead’s concrete cap and the immediate upland. Dock utilities and hardware are owned and maintained by Suntex Marinas. An aerial image of Bayfront Park with the project extent can be seen below in Figure 1.
