About this file
Civil Drawings for Bayfront Park Seawall Reconstruction
This file comprises civil drawings submitted as Attachment A.2 for the City of Sarasota's Bayfront Park Seawall Reconstruction project, an Invitation to Bid (ITB) #26-14JS solicitation. The project entails the replacement of approximately 1,500 linear feet of bulkhead fronting Marina Jack at Sarasota Bayfront Park, with work divisible into two phases: Phase I covering 725 linear feet (Station 0+00 to 7+25) and Phase II covering the remaining 725 linear feet (Station 7+25 to 15+00). Major project components include demolition of the existing bulkhead, installation of fiber-reinforced polymer (FRP) piles and reinforced concrete bulkhead cap at elevation +4.0 NAVD88, living seawall modules, Baywalk sidewalk restoration, potable water services upgrades, landscaping and irrigation systems, and electrical systems services including elevation of marina power pedestals and conduit replacement. Sealed bids were due by February 19, 2026, with work completion required by June 30, 2026, for FDEP grant compliance and July 27, 2026, for federal environmental authorization expiration. Construction activities are limited to 7am-9pm on weekdays and 9am-9pm on weekends and federal holidays, with the contractor required to coordinate weekly with the City's Construction Manager and submit bi-weekly progress reports with monthly status updates including aerial photographs.
The project is funded through a total FDEP Resilient Florida Grant of $3,588,000 with a City match requirement of 42.40%, resulting in a total project cost of approximately $6,229,181.73. The project is partially funded through Coronavirus State and Local Fiscal Recovery Funds with mandatory obligation by December 31, 2024, and expenditure by December 31, 2026. Mobilization and demobilization costs are capped at 10 percent of total construction costs. All contractors must be registered with the State of Florida Division of Corporations, comply with Davis-Bacon Act prevailing wage requirements, and carry Workers' Compensation insurance, Commercial General Liability insurance with minimum limits of one million dollars combined single unit per occurrence, Automobile Liability insurance with comparable limits, and mandatory Longshoreman's Insurance. Performance and payment bonds equal to 100 percent of the total contract amount are required, along with bid bonds for projects exceeding $200,000. Local preference does not apply to this project due to grant funding requirements from the Florida Department of Environmental Protection (FDEP) and the West Coastal Inland Navigation District (WCIND).
