About this file
This Supplemental Instructions document pertains to the City of Sarasota's Bayfront Park Seawall Reconstruction project (ITB #26-14JS), establishing project-specific conditions beyond the city's standard terms and scope of work. The project involves replacement of approximately 1,500 linear feet of bulkhead at Sarasota Bayfront Park, with work including demolition of existing structures, installation of fiber-reinforced polymer piles, reinforced concrete bulkhead cap, living seawall modules, Baywalk sidewalk restoration, potable water and electrical systems upgrades, and landscaping improvements. Responses are due by February 19, 2026, with a critical project completion deadline of June 30, 2026, to meet FDEP grant compliance requirements. Bidders must have examined 100% construction drawings prepared by Cummins Cederberg, Inc. (Marine Structural Works) and Chen Moore and Associates (Civil, Electrical, and Landscape Architecture Works), both dated October 28, 2025, and must visit the project site to understand local conditions affecting cost and performance. All contractors must demonstrate capability to coordinate with Suntex Marinas and the City to maintain ongoing operations of four boat clubs throughout construction while managing material staging and complying with specified construction hour limitations.
Mobilization and demobilization fees are capped at 10 percent of total construction costs. Longshoreman's Insurance is mandatory for this project. Bidders must submit a detailed construction schedule addressing constraints outlined in the separate Construction Scope of Work document and must have thoroughly reviewed all applicable construction drawings, general notes, and project addenda. The project is partially funded through a $3,588,000 FDEP Resilient Florida Grant, supplemented by City match funding of 42.40%, resulting in a total project cost of approximately $6,229,181.73. Federal compliance requirements include Davis-Bacon Act prevailing wage standards and SLFRF compliance provisions, with mandatory obligation by December 31, 2024, and expenditure by December 31, 2026. All contractors must carry Workers' Compensation insurance, Commercial General Liability insurance with minimum one million dollar combined single limit per occurrence, and Automobile Liability insurance with comparable limits. Performance and payment bonds equal to 100 percent of the total contract amount are required, along with bid bonds for projects exceeding $200,000. Local preference does not apply due to grant funding requirements.
