About this opportunity

Los Alamos County, New Mexico is requesting proposals for application software for human resources—specifically an Applicant Tracking System to manage job postings, collect applications, screen resumes, track candidate progress, schedule interviews, and facilitate applicant communication—with proposals due September 3, 2026.

The ATS must integrate with the County's Tyler Munis ERP system and Microsoft Azure Active Directory for single sign-on, and must support integration with third-party background-check vendors such as HireRight and Concentra. The system must accommodate unlimited user access at no additional cost with a minimum capacity of 50 concurrent users; the County currently maintains approximately 250 hiring supervisor users and processes roughly 2,700 applicants annually. Required functional capabilities include customizable workflows, role-based access controls with department-specific restrictions, audit trail functionality, multi-format reporting (CSV, XLS/XLSX, Word, PDF), offer letter generation, and Section 508 and Web Content Accessibility Guidelines compliance.

Technology standards mandate cloud or on-premise deployment with U.S.-based data centers; FedRAMP certification where applicable; compliance with HIPAA, CJIS, or PCI DSS as applicable; Microsoft SQL Server 2019 or above; Microsoft 365 email; multi-factor authentication; and Cisco Secure EndPoint antivirus. County data ownership and on-demand export within 48 hours in industry-standard formats are required.

The contract term is fifteen years. Offerors must propose pricing for all years or accept a default 5% annual escalation applied by the County for unpiced years. Implementation occurs in Year 1, with ongoing maintenance and support thereafter. Cost-plus-a-percentage-of-cost contracts are prohibited. Travel reimbursement is limited to coach airfare, lodging not exceeding $250 per night, and specified per-diem rates; pre-approval is required.

Offerors must submit client references documenting three to five prior implementations of similar systems within the last 3–5 years, with contact information for County verification. Debarment, campaign contribution disclosure, authorized offeror verification, and any proposed deviations from the County's standard Services Agreement template must accompany proposals. Selected finalists must demonstrate all requested features during Step 2 presentations.
