About this file

This is a Software Functionality Matrix document issued by the County of Los Alamos Procurement Division in New Mexico for solicitation RFP27-20, which seeks an Application Software for Human Resources to serve as a comprehensive Applicant Tracking System. The system must include a central database for managing job postings, collecting applications, screening resumes, tracking candidate progress, scheduling interviews, and facilitating applicant communication. The County requires the software to support integration with its Tyler Munis ERP system, Microsoft Azure Active Directory for single sign-on capabilities, and third-party services such as HireRight for background checks and Concentra for pre-employment physicals. The solution must accommodate an unlimited number of users at no additional cost with a minimum capacity of 50 users, though the County currently has approximately 250 hiring supervisor users and processes approximately 2,700 applicants annually. Offerors are instructed to indicate whether each requested functionality is provided as standard (S), requires modification (M), is provided by a third party (T), requires customization (C), or cannot currently be provided (N), and selected finalists must be prepared to demonstrate all features during Step 2 presentations.

The evaluation matrix encompasses 30 functional requirements organized across three categories: integrations with County systems, general functionality, and additional optional features and technical specifications. Key requirements include the ability to collect and store comprehensive applicant data encompassing personal information, education, licenses, certifications, employment history, and demographic information; configurable workflows for employment application and hiring review approvals; role-based access controls with custom department and division assignments; audit history tracking; reporting capabilities with export options to CSV, XLS/XLSX, Word, and PDF formats; applicant communication via email; job posting on multiple platforms; offer letter generation and management; and compliance with accessibility standards including Section 508 of the Rehabilitation Act and Web Content Accessibility Guidelines. The County also requests information on training resources, sandbox environments for testing, and the upgrade path and cadence for software updates, with all pricing for optional features to be included in the cost proposal.
