About this opportunity
The City of Phoenix Finance Department, Real Estate Division is issuing Request for Qualifications (RFQu-26-0091) seeking qualified contractors to provide acquisition, relocation, and related real estate services under a five-year contract commencing April 1, 2026. The procurement encompasses real property acquisition services including rights of entry, easements, fee title acquisition, and lien clearance; relocation services for displaced businesses, homeowners, and tenants in compliance with the Uniform Relocation Assistance and Real Property Acquisition Act; and related real estate services including title services, surveys, appraisals, lot clearing, maintenance, and property inspections. Contractors must have been in operation for a minimum of three years, possess an active real estate license through the Arizona Department of Real Estate, and comply with all federal, state, and local laws including URA, USPAP, FTA, FHWA, FAA, and HUD requirements. A non-mandatory pre-offer conference is scheduled for March 12, 2026, at 1:00 PM via Webex, written inquiries are due by March 27, 2026, at 2:00 PM, and proposals must be submitted electronically through the City's Procurement Portal by April 3, 2026, at 2:00 PM local Phoenix time. The initial contract term is five years with potential extensions, with pricing expected to remain firm and fixed during the first year and subject to potential annual adjustments thereafter upon written request with supporting documentation. Upon award notification, contractors must submit complete certificates of insurance within 14 calendar days with minimum coverage limits including $2,000,000 general aggregate liability, $1,000,000 professional liability per claim, and $1,000,000 automobile liability.
The City does not explicitly designate this procurement as a set-aside for disadvantaged or small businesses; however, contractors working on Federal Transit Administration (FTA)-assisted projects must comply with Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements under 49 CFR Part 26, including submission of an initial DBE plan within 30 calendar days of contract award and annual updates thereafter. Contractors must track and report all DBE and small business participation monthly through the City's Certification and Compliance System and maintain comprehensive documentation of all participating vendors with certification status and payment amounts. Additional compliance requirements include federal certifications related to debarment, civil rights, prevailing wages for Davis-Bacon projects, and Buy America provisions, as well as Arizona E-Verify employment eligibility verification and Phoenix City Code heat safety requirements for outdoor workers. The procurement documents do not identify incumbent vendors, current contractors, or specific budget ranges or award values. The City reserves the right to award multiple contracts, conduct interviews with shortlisted firms, request best and final offers, and reject any or all offers at its discretion.
