About this file
This Acceptance of Offer Form pertains to the City of Phoenix's acceptance of a contractor's proposal for acquisition, relocation, and related real estate services under a five-year contract commencing April 1, 2026. The Real Estate Division of the Finance Department is procuring qualified contractors to provide real property acquisition services including rights of entry, easements, fee title acquisition, and lien clearance; relocation services for displaced businesses, homeowners, and tenants in compliance with the Uniform Relocation Assistance and Real Property Acquisition Act; and related real estate services including title services, surveys, appraisals, lot clearing, maintenance, and property inspections. A non-mandatory pre-offer conference was scheduled for March 12, 2026, at 1:00 PM via Webex, written inquiries were due by March 27, 2026, at 2:00 PM, and proposals were due electronically through the City's Procurement Portal by April 3, 2026, at 2:00 PM local Phoenix time. The initial contract term is five years with potential extensions. The form indicates that contractors must not commence any billable work or provide materials or services until receiving purchase order or contract documentation from the City.
Contractors must have been in operation for a minimum of three years and possess an active real estate license through the Arizona Department of Real Estate. Upon contract award, contractors must submit certificates of insurance within 14 calendar days with minimum coverage limits including $2,000,000 general aggregate liability, $1,000,000 professional liability per claim, and $1,000,000 automobile liability. Pricing is expected to remain firm and fixed during the first year and subject to potential annual adjustments thereafter upon written request with supporting documentation. For Federal Transit Administration-assisted projects, contractors must comply with Disadvantaged Business Enterprise and Small Business Participation Plan requirements under 49 CFR Part 26, including submission of an initial DBE plan within 30 calendar days of contract award and monthly tracking and reporting of participation. Additional compliance requirements include federal certifications related to debarment, civil rights, prevailing wages for Davis-Bacon projects, Buy America provisions, Arizona E-Verify employment eligibility verification, and Phoenix City Code heat safety requirements for outdoor workers. The City reserves the right to award multiple contracts, conduct interviews with shortlisted firms, request best and final offers, and reject any or all offers at its discretion.
