Pricing terms are expected to remain firm and fixed during the first contract year, with potential annual adjustments thereafter subject to written request and supporting documentation. Upon contract award, contractors must submit certificates of insurance within 14 calendar days with minimum coverage limits of $2,000,000 general aggregate liability, $1,000,000 professional liability per claim, and $1,000,000 automobile liability. Additional requirements include federal certifications related to debarment, civil rights compliance, prevailing wages for Davis-Bacon projects, Buy America provisions, Arizona E-Verify employment verification, and Phoenix City Code heat safety requirements for outdoor workers. The City reserves the right to award multiple contracts, conduct interviews with shortlisted firms, request best and final offers, and reject any or all offers at its discretion. The procurement documents do not identify incumbent vendors, current contractors, or specific budget ranges or award values.
