About this file
This is a Sensitive Security Information Acknowledgement Form issued by the City of Phoenix Aviation Department for use in conjunction with a real estate acquisition, relocation, and related services procurement. The form establishes protocols for handling documents containing Sensitive Security Information controlled under 49 C.F.R. Parts 15 and 1520, restricting disclosure to authorized personnel with demonstrated need-to-know. Signatories acknowledge responsibility for the confidential documents and commit to their destruction upon completion of contract work or by the designated contract end date, in compliance with federal regulations governing airport security information.
The procurement seeks qualified contractors to provide acquisition, relocation, and related real estate services under a five-year contract beginning April 1, 2026. Required qualifications include a minimum three-year operational history and an active Arizona real estate license. A non-mandatory pre-offer conference is scheduled for March 12, 2026, at 1:00 PM via Webex; written inquiries are due March 27, 2026, at 2:00 PM; and proposals must be submitted electronically by April 3, 2026, at 2:00 PM Phoenix time. Contractors awarded the contract must submit certificates of insurance within 14 calendar days, with minimum coverage limits of $2,000,000 general aggregate liability, $1,000,000 professional liability per claim, and $1,000,000 automobile liability. Pricing is firm and fixed for the first year with potential annual adjustments thereafter upon written request with supporting documentation. Contractors must comply with Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements for FTA-assisted projects, including submission of initial DBE plans within 30 calendar days of award and monthly tracking and reporting of all participation. Additional federal and state compliance requirements include debarment certifications, civil rights adherence, prevailing wage compliance for Davis-Bacon projects, Buy America provisions, Arizona E-Verify employment verification, and Phoenix City Code heat safety requirements.
