About this opportunity
The Naval Facilities Engineering Systems Command Pacific seeks construction of an aircraft parking apron with associated taxiways, shoulders, utility yards, airfield fence, hydrant fueling pits and piping, subgrade and subbase work, drainage, airfield lighting, grounding, mooring, markings, and other airfield support infrastructure at Andersen Air Force Base, Guam, with proposals due October 8, 2026.
Place of performance is Guam. This is an unrestricted procurement under NAICS 237310 (Highway, Street, and Bridge Construction) and PSC Y1BD (Construction of Airport Runways and Taxiways). The contract is firm-fixed-price with performance period of 1,479 calendar days following notice to proceed, and liquidated damages assessed at $45,865 per calendar day of delay. Estimated cost is between $100 million and $250 million, with $95.4 million available at execution and additional allotments scheduled for March 2028 and March 2029.
The Government contemplates award to the lowest priced technically acceptable offeror without discussions. Evaluation uses three factors: Experience (demonstration of prior airfield Portland cement concrete pavement work of at least 20,000 square meters with 300mm minimum thickness completed within 15 years at $30 million or more, and aviation fuel system construction of at least $2 million completed within 10 years), Past Performance (evaluated via CPARS/CCASS reports or Past Performance Questionnaires), and Safety (DART rates at or below 2.99 and TCR rates at or below 4.49 for the past five calendar years).
Pricing is all-or-none firm-fixed-price covering the base item (entire project scope) plus 12 subordinate line items for karst feature mitigation (permeable and impermeable infill, 9,000 cubic yards each), cultural resources investigations and post-review discoveries, Electrical Resistivity Tomography testing (37,000 linear feet in unmapped sinkhole areas; 5,000 linear feet in mapped Area A1 included in base item), and disposal of abandoned concrete debris, waste debris, hazardous waste, hazardous liquid waste, and asbestos-containing waste. Payment for variable quantity items is actual quantities only, subject to FAR 52.211-18 variation clause with 15 percent thresholds.
Large business contractors must submit Small Business Subcontracting Plans with minimum targets of 40 percent SB, 5 percent SDB, 3 percent HUBZone SB, 9 percent WOSB, and 3 percent SDVOSB. A mandatory pre-proposal site visit is scheduled for March 25, 2026, at 9:00 a.m. Chamorro Standard Time. Offerors must be registered in SAM, hold current CMMC Level 1 (Self) certification, possess current NIST SP 800-171 DoD Assessment results posted in the Supplier Performance Risk System prior to award, and comply with Buy American requirements for construction materials. Performance and payment bonds are required at 100 percent of contract price within 21 days of award. Questions must be submitted in writing at least 10 business days before the proposal due date to Adele Murakami at adele.m.murakami.civ@us.navy.mil.
The project encompasses comprehensive environmental compliance including endangered species salvage and transplantation (120 Cycas micronesica, 63 Tabernaemontana rotensis, and 53 orchid specimens), establishment of a 173-acre bat habitat enhancement area with 2.5-mile ungulate-proof fence at Tarague Forest Enhancement Area, invasive species management per HACCP protocols, and archaeological monitoring with defined procedures for post-review discoveries and human skeletal remains recovery. The contractor must employ a Quality Control Hydrogeologist Specialist with minimum 10 years of progressive hydrogeology experience and Registered Geologist certification, providing continuous full-time onsite presence during the initial 90 percent of clearing operations in karst terrain. Concrete batch plant operations must be located on-site per specification requirements.
Multiple amendments since the February 11, 2026 solicitation posting have extended deadlines (from April 29 to June 3 to June 11 to October 8), updated technical drawings and specifications, and clarified scope including karst remediation zones, geotechnical investigation requirements, fueling system infrastructure design, telecommunications infrastructure, and hazardous materials handling protocols. Amendment No. 0009, issued October 6, 2026, revised Standard Form 1442 submittal date to October 8, 2026. Proposals must be submitted in three separate sealed envelopes: price proposal (original plus one copy) and technical proposal (original plus three copies) both due October 8 at 2:00 p.m. Hawaii Standard Time; subcontracting plan (original plus one copy) with electronic PDF copies on CD-ROM due October 9. Submissions must acknowledge receipt of all nine amendments.
