About this file

This is a Pre-Proposal Questions & Answers document (Notice No. 5, dated 9 April 2026) for RFP N62742-26-R-1300, issued by Naval Facilities Engineering Systems Command Pacific for the North Aircraft Parking Ramp project at Andersen Air Force Base, Guam (WON 1665555, FY24 AJJY183012, P-012).

The document addresses 50 questions raised by potential bidders regarding project scope, specifications, and drawings. Key clarifications include: the total estimated repair volume is 18,000 cubic yards (9,000 CY impermeable fill in Zone 1 and 9,000 CY permeable fill in Zone 2); welded wire fabric (WWF) at 0.05 percent steel in two directions (6X6-W4xW4) is required for pavement reinforcement; asphalt binder specifications remain unchanged (ASTM D6373 Performance Grade 76-22 and 70-10 are mandatory; AR8000 alternatives are not acceptable); Marshall Mix Design Criteria may utilize either 50 or 75 blows; cement specifications allow ASTM C150/C150M Type I/II for concrete in contact with earth where Type II/V is unavailable; 12'-0" concrete barriers are acceptable in lieu of 6'-0" barriers; and the Personnel Gate shown on temporary fencing will be removed in a forthcoming amendment. Regarding specialized work, the contractor must price 42,000 linear feet of electrical resistivity tomography (ERT) testing; determine the number of sinkholes and pipe shaft tubes during site preparation; provide L-852T(L) taxiway edge light fixtures per the drawings; implement cultural resources investigations with defined assumptions for small sites (2 days, one archaeologist, two field technicians), large sites (5 days, one archaeologist, four field technicians), and potential human skeletal remains recovery; and manage PFAS-impacted soil remediation using a geomembrane barrier (20 mils minimum thickness, HDPE material, per GSI/GRI/GMI standards). Electrical work includes providing 1-5" conduit with 3-#4/0 AWG Cu 15KV cable from the existing switch to a 75KVA transformer, and airfield lighting plans require 2-2" Schedule 40 PVC conduits across taxiways with one conduit containing the 1-#8 L-824C cable and the second serving as a spare. As-built drawings for Pumphouses 3 and 4 and geomembrane specifications will be provided in forthcoming amendments.

WON 1665555, FY24 AJJY183012 (P-012), PDI: NORTH AIRCRAFT PARKING RAMP,

ANDERSEN AIR FORCE BASE, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The

RFP remains unchanged unless it is amended in writing on a Standard Form 30.

DEFERRED RESPONSE FOR NOTICE NO. 4 DATED 18 MARCH 2026:

16. 1. Zone 1 (Impermeable Fill) - Due to the many variables at bid time (i.e. undefined quantities of shafts, holes, throat sizes, depths of holes, etc.), please give us a uniform basis for the bid quantity of 9,000 CY. For example, for pipe shaft grout infill (quantity, depth, hole size) and for durable stone with concrete capping (quantity, depth of holes, hole sizes).

2. Likewise, for Zone 2 (Permeable Fill) – pls provide uniform assumptions on number of holes, hole depths, hole sizes.

For bid uniformity purposes, the above information is requested due to differing sizes of durable stones and thicknesses of concrete capping based on varying throat widths.

ANSWER: As per RFP, 18,000 CY is the total estimated volume of repair, with 9,000 CY of the total being for impermeable fill (Zone 1), and 9,000 CY of the total being for permeable fill (Zone 2).

19. 1. Keynote # 236 on drawing CS103 indicates Personnel Gate, RE: C4/CS507. However, this detail is missing. Please provide.

2. Site Details (drawing A1/CS506) shows 6’-0” long of concrete barrier supporting the temporary CL fencing. Please confirm if 12’-0” long is acceptable in lieu of 6’-0” long concrete barrier.

ANSWER:

1. There should be no Personnel Gate shown on the temporary fencing on CS103. This will be removed in a forthcoming amendment.

2. 12'-0" long concrete barriers are acceptable. Sheet CS506 will be revised in a forthcoming amendment.

22. Tables 2 and 3 on Plan Page CS502 do not indicate WWF or saw cut depth for the designed
