About this file
This is Amendment No. 0008 to a Request for Proposals (RFP) for construction of a North Aircraft Parking Ramp at Andersen Air Force Base, Guam. The amendment, effective September 15, 2026, modifies solicitation N62742-26-R-1300 by deleting and replacing multiple documents and drawings, including the Price Proposal Schedule (SF 1442), Instructions to Proposers (Document 00 21 16), Representations and Certifications (Document 00 45 00), Negotiated Contract Clauses (Document 00 70 00), and Special Contract Requirements (Document 00 73 00). Additionally, the amendment updates 28 technical drawings related to phasing plans, demolition plans, grading and drainage plans, and utility details, with most drawings revised to version 1 or 2 as of September 10, 2026, and incorporates a revised Soil Management Plan dated August 14, 2026.
The solicitation requires firm-fixed-price offers on an "all or none" basis, with pricing for a base item (entire project) plus 12 subordinate line items (SLINs) covering specialized work including karst feature mitigation using permeable and impermeable infill, cultural resources investigations and post-review discoveries, Electrical Resistivity Tomography testing, and disposal of various abandoned materials (concrete debris, hazardous waste, asbestos-containing waste, and hazardous liquid waste). Offers must be submitted by October 8, 2026, at 2:00 p.m. Hawaii Standard Time, with technical proposals, price proposals, and subcontracting plans submitted in separate sealed envelopes. The Navy (NAVFACSYSCOM Pacific) requires compliance with multiple FAR and DFARS clauses, including Buy American requirements for construction materials, CMMC Level 1 cybersecurity certification, and submission of certified cost or pricing data. Large business contractors must submit small business subcontracting plans with minimum targets of 40 percent for small businesses, 5 percent for disadvantaged small businesses, 3 percent for HUBZone small businesses, 9 percent for women-owned small businesses, and 3 percent for service-disabled veteran-owned small businesses. The evaluation is based on lowest priced technically acceptable source selection using three factors: Experience, Past Performance, and Safety.

1.7 SUBCONTRACTING PLAN
a. As stated in Document 00 22 00, paragraph 2.1, EVALUATION CRITERIA AND BASIS OF AWARD, this is a lowest priced technically acceptable source selection. Accordingly, small business subcontracting is not included as a technical evaluation factor. However, large business concerns must submit a Small Business Subcontracting Plan that addresses the following:
1. Identify in terms of dollar value and percentage of the total acquisition, the extent of work you will perform as the prime contractor. If submitting an offer as a Joint-Venture, identify the percentage of work each member will be responsible for and indicate the size status of each member, e.g., LB, SB, SDB, WOSB, HUBZone SB, etc.
2. In accordance with FAR 52.219-9, submit a Small Business Subcontracting Plan utilizing the template at the end of this section for this project. To demonstrate commitment in using small business concerns, the Small Business Subcontracting Plan may list all subcontractors by name. If the proposed Small Business Subcontracting goals do not meet the minimum NAVFAC Small Business Subcontracting Targets, include a detailed explanation describing the actions taken to arrive at that determination, along with an explanation for the goals that actually were proposed. In accordance with FAR 52.219-9, Alternate II, “failure to submit and negotiate a subcontracting plan shall make the offeror ineligible for award of a contract.”
b. NAVFAC's command-wide small business subcontracting targets are shown below. These may be higher or lower than percentages that would represent realistic, challenging small business subcontracting goals for this acquisition. Offerors shall document in their subcontracting plans the basis for all proposed goals. Plans shall be submitted with initial offers.
SB 40%
SDB 5%
HUBZone SB 3%
