About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition issued by the Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC) Pacific, for a single-source procurement.
The procurement concerns the acquisition of one Schneider Electric PowerLogic ION8650B, 64MB Memory Meter for Solicitation Work Order Number 1665555 under the FY24 MILCON Project P-012, North Aircraft Parking Ramp at Andersen Air Force Base (AAFB), Guam. This utility-controlled electricity meter is required for installation on a new airfield lighting system and must integrate with AAFB's existing networked facilities control and monitoring system, known as the Data Acquisition System (DAS). The meter will enable automated remote reading of electricity consumption as part of the base-wide Advanced Metering Infrastructure (AMI) system. The estimated cost for the single meter is redacted but represents a portion of the total project cost. The contractor must commence work within 15 days of notice to proceed and complete the installation within 1,479 calendar days. The project encompasses site improvements including aircraft parking apron, taxiway connections, hydrant fueling pits, maintenance yard, utilities, site grading, drainage, and airfield lighting.
The statutory authority for this single-source procurement is Title 10 U.S.C. 3204(a)(1) and (b)(B)(i) and (ii), permitting procurement when only one responsible source can satisfy agency requirements. NAVFAC justified the single-source award based on standardization and interoperability requirements with existing Schneider Electric AMI equipment already in use at AAFB, the incompatibility of non-Schneider systems with the ION enterprise DAS software, cost avoidance from not replacing the entire existing Schneider system (estimated at redacted dollars according to a January 2026 Business Case Analysis), and an unsuccessful market survey published on SAM on 19 August 2025 that closed on 03 September 2025 with no responses, confirming no alternative manufacturers currently offer compatible meters. The J&A received technical, legal, and approval certifications, though specific signer names and dates are redacted.
