About this file
This is a Pre-Proposal Questions & Answers document (Notice No. 3) issued on 06 March 2026 for RFP N62742-26-R-1300 by the Naval Facilities Engineering Systems Command Pacific. The RFP concerns construction of a North Aircraft Parking Ramp at Andersen Air Force Base, Guam (WON 1665555, FY24 AJJY183012 (P-012)).
The document addresses a single clarification regarding conflicting specification requirements in Section 01 57 19. The question identified a contradiction between paragraph 3.14 on page 37, which required munitions and explosives of concern (MEC) screening and escort for ground-disturbing activities including vegetation clearance at Tarague FEA, and Section 01 57 19.03 21 paragraph 1.1 on page 1, which exempted the construction contract from explosives safety requirements under Department of Defense Explosive Safety Regulation 6055.09 subject to specific conditions including MEC 3R training compliance and stop work protocols. The Navy's answer clarified that ground-disturbing activities in Tarague FEA can be performed using MEC 3R training, eliminating the need for MEC screening and escort services. The answer indicated that Specification Section 01 57 19.03 21 will be updated in a forthcoming amendment to reflect this MEC 3R Training requirement. The document notes that the RFP remains unchanged unless formally amended on a Standard Form 30.

PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-26-R-1300
WON 1665555, FY24 AJJY183012 (P-012), PDI: NORTH AIRCRAFT PARKING RAMP,
ANDERSEN AIR FORCE BASE, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The
RFP remains unchanged unless it is amended in writing on a Standard Form 30.
11. Section 01 57 19 paragraph 3.14, page 37 states…. “Provide munitions and explosives of concern (MEC) screening and escort for any ground-disturbing activities, including vegetation clearance at Tarague FEA”.
The above specification requirement contradicts with Section 01 57 19.03 21 paragraph 1.1, page 1 which states that this construction contract is exempt from explosives safety requirements in Dept. of Defense Explosive safety regulation (DESR 6055.09) and other corresponding Dept. of Defense and Dept. of the Navy policies – with conditions to exemption (i.e. 3Rs training compliance, stop work protocol in the event suspected MEC is encountered, GIS submittals, etc.).
Please clarify.
ANSWER: The ground-disturbing activities in Tarague FEA can be performed by MEC 3R training, so MEC screening/escort will not be required. Specification Section 01 57 19.03 21 will be updated to reflect MEC 3R Training in forthcoming amendment.
